உலகின் 100 சக்திவாய்ந்த மனிதர்களை முடிவுசெய்யும் 'டைம்' இதழின் தற்போதைய கணக்கெடுப்புக்காக முதல்வர் நரேந்திர  மோடி மோசடி செய்துள்ளார் என்று குஜராத் மாநில காங்கிரஸ் தலைவர் அர்ஜுன் மோத்வாடியா குற்றம்சாட்டியுள்ளார்.

அகமதபாத்தில் செய்தியாளர்களுக்கு அளித்த பேட்டியின்போது இதனைக் கூறிய அவர்,  குஜராத் அரசின் பல்வேறு  இணையதளங்களில் இருந்து பொதுமக்களுக்கு நூற்றுக்கணக்கான இமெயில்களை மோடி அனுப்பியுள்ளதாகவும், அதில் டைம்  இதழின் ஆன்லைன் கணக்கெடுப்புக்கு தனக்காக வாக்களிக்கும்படி கேட்டுக் கொண்டுள்ளார் என்றும் தெரிவித்தார்.
 

'ஆம்' பட்டனை அழுத்துமாறு பொதுமக்களை மோடியின் மக்கள் தொடர்பாளர்கள் கேட்டுக் கொண்டுள்ளனர். உலகில் எந்த  தலைவரும் மோடியைப் போன்று செய்ததில்லை. இதெல்லாம் டைம் இதழின் பட்டியலில் தாம் வரவேண்டும் என்ற சாதாரண  காரணத்துக்காகத்தான் என மோத்வாடியா குற்றம்சாட்டினார்.
 

டைம் இதழின் ஆன்லைன் கணக்கெடுப்பில் மோடிக்கு தற்போது 96,741 வாக்குகள் கிடைத்துள்ளன. இந்த பட்டியலில் அவர்  2வது இடத்தில் உள்ளார். முதல் இடத்தில் Redditcom பொது மேலாளர் எரிக் மார்ட்டின் 1,23,840 வாக்குகளுடன் முதல்  இடத்தில் உள்ளார் என்பது குறிப்பிடத்தக்கது.

BJP ad shows Modi as Lord Krishna 

Rajkot: A row was kicked up on Friday after Gujarat chief minister Narendra Modi was depicted as Lord Krishna in a BJP advertisement published in a vernacu-It also showed state BJP president R C Faldu as Arjun and party leaders Vijay Rupani,Purshottam Rupala and I K Jadeja as the Pandavas.The ad,given as part of BJP's promotion of Kishan Yatra,appeared in the Saurashtra edition of a daily.Faldu would lead the yatra,which will be flagged off by Modi here.
Modi is merely fooling people.He is only doing this to win the elections.He has portrayed himself as Krishna now,next he will become Ram,Rahim ... he will do something or the other, Congress leader Narhari Amin said.But the BJP remained unfazed by the criticism.AGENCIES lar newspaper.
The advertisement,put up by BJPs Amreli district unitpresident Bharat Kamdar,evoked criticism from the Congress,which alleged that Modi is resorting to this practice to win elections.Assembly polls in Gujarat are due towards the end of this year.

Modi bags most negative votes in global poll

Ahmedabad: Chinks in his e-armour have left Gujarat chief minister Narendra Modi worried.Despite a large,loyal army of supporters in the cyber space,Modi,in a last minute upset,lost an internet poll conducted by a leading global magazine to choose 100 most influential people across the world.
Modi lost out to Anonymous,which is a group of hackers and Eric Martin,a champion of anti-piracy law.
But what shocked Modis supporters the most was the fact that the chief minister got more negative votes (2,66,684 ) than positive (2,56,792 ) in fact Modi topped the list in negative votes.Till about 24 hours to go for the poll to close on Saturday,Modi had almost double the number of positive votes,over negatives.
The net-savvy chief minister,who Congress leaders call an internet manipulator,was outsmarted by a gang of activists,who mobilized votes to prevent Modi from topping the list.The defeat comes at a time when the chief minister is trying hard to wash the stains of post-Godhra riots.
Modi supporters believe the results will wash away theimpactcreatedby a series of articles carried in the Western media.
The only consolation for Modi remains that he tops the list of six Indians,including his bete noire and Bihar chief minister NitishKumar,who were nominated for the 100-strong list.

Key postings for trouble-shooters 


The Narendra Modi government on Sunday transferred 68 senior police officers ahead of the assembly elections in December.Sources said that police officers seen as trouble-shooters by the government have been given postings where they would help in damage control.The other senior IPS officers transferred out of Ahmedabad are joint police commissioners Atul Karwal and Shamsher Singh.Karwal too has got a fairly innocuous posting as joint director,police academy,Karai.Four DCPs from Ahmedabad,too,have been shifted,four assistant SPs have been promoted as SPs and given independent charge of districts.TNN

Sentencing For Ode Riots On Thursday

Anand: More than a decade after 23 people,mostly women and children,were killed when a mob set ablaze a shelter for Muslims huddled for safety in Ode during the post-Godhra riots,a Gujarat court on Monday found 23 of the suspects guilty of murder and conspiracy.The Supreme Court-appointed special investigation team (SIT) has sought the death sentence for those convicted of murder.
The special court in Anand will decide the punishment on Thursday.Of the 23 convicted,designated judge Poonam Singh held 18 guilty of murder.Four others were convicted of attempt to murder and one for rioting.All 23 were found guilty of conspiracy,unlawful assembly and rioting.
The court acquitted 23 others named as accused in the violence in the small town in Anand district.In all,49 were accused in the massacre,of which one died during the trial.Two of the accused are absconding and have allegedly fled the country.A red corner notice has been issued against one of them.Of the 158 witnesses who testified in the trial,35 turned hostile.
The Ode massacre was one of nine sensitive 2002 riot cases the Supreme Court ordered the SIT to probe.A mob of nearly 1,500 people attacked a house in Odes Pirawali Bhagol area in which panicky Muslims had taken shelter on March 1,2002,burning alive 23 people nine children,nine woman and five men.

Ode massacre verdict 3rd in Guj riot cases 

Anand: A mob attacked a house at Ode in Gujarat in which panicky Muslims had taken shelter on March 1,2002,and burnt 23 people alive.The next day,the mob attacked and killed a senior citizen,Ghulam Rasool Saiyed.
Fifteen men,who were already named in the first case,were also named in the second attack.Charges were dropped against the 15 on Monday in the Saiyed murder case due to lack of evidence.Saiyeds own children son Asrar and daughter Farida turned hostile in the case.
The Ode massacre is the third case in the last 10 years,where a special court has pronounced verdict after an SIT probe.The first came in the Sabarmati Express carnage at Godhra,which triggered the riots after 59 people,mainly kar sevaks,were killed.Of the 31 people found guilty,11 have been given the death sentence and 20 are serving life imprisonment terms.
In the other case the Sardarpura massacre in north Gujarat the court has sentenced 31 people to life imprisonment and acquitted 42 others.Thirty-three people were killed in Sardarpura.
The Gujarat HC is still grappling with a related issue in the Ode case.The police had filed just one FIR in two separate incidents the killing of 23 people on March 1,2002 and the murder of Ghulam Rasool Saiyed the next day.
The cops,however,filed two separate chargesheets in the two cases,flummoxing legal experts.Witnesses say this is against the law and have approached the HC.

Modi tries to shed riots baggage, focus on growth, development

For the rest of India, the 2002 communal riots had left a blot on the record of chief minister Narendra Modi. Gujarat thought otherwise.

His government had been accused of abetment and the state police had been accused of partiality in investigating the riots. But that December, he returned to power with a thumping majority in the assembly polls.

On Monday, as a guilty verdict came in for the second major post-godhra riots case, the Modi government, which, had attacked “five-star NGOS and activists” championing the cause of riots victims, welcomed it.

Government spokesperson Jaynarayan Vyas said, “This verdict should silence those who have raised doubts about the impartiality and integrity of Gujarat police and the SIT. This is also a slap for those who don’t miss a single opportunity to defame Gujarat.”

The government’s volte face has a simple explanation, according to leading sociologist Shiv Visvanathan.

“In 2002, Modi wanted to be seen as Hindu hriday samrat,” he said. “Now the scenario has changed and Modi wants to been as the ‘development man’ who is above politics and communalism.”

Former Gujarat chief minister Suresh Mehta, who quit BJP owing to differences with Modi, also explains it as politics of expediency.

“Modi used the VHP, the Bajrang Dal and other outfits and then dumped them after winning the assembly polls,” said Mehta. “Now he will tell the world that he is ensuring justice to those who suffered even though justice is happening because of the apex court's constant monitoring of the riots cases.”

“Modi has moved beyond 2002,” said a BJP legislator who does not wish to be identified. “His politics is not based on riots. The 2002 riots may have happened under his government but he had nothing to do with it. No such issue created by vested interests would affect Modi or his government.”

Zakia Jafri To Get Copy Of Report

Ahmedabad/New Delhi: A Supreme Court-appointed panel has not found any evidence against Gujarat chief minister Narendra Modi and 62 others in a case based on the 2002 communal riots filed against them by Zakia Jafri.Zakias husband,former Congress MP Ehsan Jafri,was set on fire at Gulberg Society in 2002 while trying to protect his neighbours from a mob.Zakia had alleged that Modi was among 62 people who colluded to ensure that assistance did not reach those being attacked.
Metropolitan magistrate MS Bhatt in his Tuesday order said that the SC-mandated special investigation team (SIT) had filed a closure report against the accused persons that said there was no evidence to establish offences against the accused.On Zakias plea for a copy of SIT report,he asked the agency to provide a copy of the report along with witnesses statements and all documents to her within 30 days.
The Supreme Court had asked SIT to probe Zakias allegation that the Gulberg Society massacre in which 69 people were killed was the result of alarger conspiracy.

I will fight for justice till Im alive: Zakia 


According to sources,SIT chief RK Raghavan has recommended departmental inquiry against two police officers,M K Tandon (joint police commissioner in 2002) and P B Gondia (then deputy commissioner of police) since he did not have any evidence to file a charge-sheet against them.
The BJP heaved a sigh of big relief.Leader of the Opposition Sushma Swaraj tweeted,No evidence against Narendra Modi,says the SIT appointed by the Supreme Court.A big relief for us.Ten years of vilification must stop. 
Congresss Gujarat incharge Mohan Prakash said,Its an irony that nobody from Gujarat government wants to own up the responsibility for the killing of 69 people and are citing SIT report as their victory.Its unfortunate for democratic and secular values.But I think this is BJPs ideology.Zakia Jafris questions still remain unanswered but BJP has to answer her questions. 
I am saddened but confident I will get justice.I will fight for justice till I am alive, Zakia told news agencies.
In an impromptu press conference,BJPs chief spokesperson Ravi Shankar Prasad emphasized that SIT was appointed by the SC and had also monitored its investigation into the Gulbarga Society case.

Modi Govt Goes All Out to Stop Peugeots Gujarat Exit 

Looks to pursue Peugeots global partner GM to keep its India plans alive,roll out cars from Halol factory

With Peugeot Citroen pulling the plug on a roughly.4,500-crore project to make cars out of Sanand in Gujarat,the Narendra Modi-headed government is pulling out all stops to keep the French auto giant back in the state.One option being pursued: get Peugeot Citroen's 7% equity partner globally,General Motors (GM),to keep its India plans alive and make Peugeot cars out of its factory in Halol,some 200 km off Sanand.The company has informed the state industries department that it is exploring a joint venture with GM,which operates its biggest India facility in Halol, said a senior state government official.A Peugeot Citroen official based out of India: We are in talks with GM for a tie-up. A spokesperson for PSA Peugeot Citroen in France said: We have no comment to make on the matter. AGM India senior executive explained it is still early days to talk about an alliance in India.In end-February GM and PSA Peugeot announced a global alliance under which the Detroit carmaker will buy a 7% stake in Europes second-largest auto company.This makes GM the second largest shareholder after the Peugeot family.The GM and PSA Peugeot Citron alliance is an important partnership for GM that will have a positive effect on our company worldwide,particularly in Europe.We expect it to have long-term benefits globally.However,its too soon to say how it will impact India and the Asia-Pacific region, said P Balendran,VP,GM India.In February 2011,Peugeot had said it was re-entering India,after over a decade.However,a grim financial situation precipitated by falling sales in its home market has compelled Peugeot to review its India plans.The French automaker had zeroed in on Sanand to produce 1.7 lakh vehicles per annum.According to the proposed plan,the first car,a mid-size sedan,was to roll out in 2014.The group is currently evaluating the scheduling of the project,which may lead to some adjustments to the schedule as it currently stands, a PSA Peugeot spokesperson had told ET in end-January.In November 2011,Peugeot had laid foundation stone at Sanand in the vicinity of Ford Indias upcoming facility.However,it could not stick to the payment schedule,and has not been able to pay the state government the instalments for the 600 acre plot.Peugeot was supposed to pay.25 crore as the first instalment.So far,it has not paid anything to the state,a state government official told ET.The Narendra Modi government drew the focus of world businesses to Sanand after offering a quick relocation to Tatas Nano project from Singur in West Bengal.It has since been planning to promote Gujarat as an emerging auto hub and treats proposed facilities by Ford,Maruti and Peugeot as trophy projects.Modi faces elections later this year and may not like to lose a multinational whose exit at this juncture may dent his pro-development image,said a state Congress functionary on the condition of anonymity.The chief minister has gone overboard in offering sops to Tatas and other auto firms, he added.Industry analysts,however,dont see too much strategic sense in GM India making products for Peugeot as the two carmakers would end up competing head-on.For instance,one of the cars Peugeot had lined up for India is the hatchback M3,a volume puller that is in the same segment as GMs next-gen Chevrolet Aveo U-VA.

Film actor and producer Ajay Devgn has forayed into solar power sector by setting up a 25-mw unit in Gujarat in a joint venture with the Roha Group and film producer Kumar Mangat.The thought behind our entry is that we believe solar power is the future of industry.We are aiming to reach 500 mw within 3- 5 years with a total investment of.5,000 crore, Devgn said in an e-mail response to ET.The JV has commissioned the solar power unit at a project cost of.350 crore,which includes 70% debt financed primarily by ICICI Bank.The unit is a part of the Charanaka Solar Park in Gujarat that has an installed capacity of 200 mw and can be scaled up to 300 mw.The project is scheduled to be inaugurated by Gujarat CM Narendra Modi on April 19.Gujarat with two-third of Indias installed solar capacity,has attracted several investors by offering tariff as high as.15 for every unit.

நாட்டின் முழு வேளாண்மை வளர்ச்சியை எடுத்துக் கொண்டால், 2.4% மட்டுமே. ஆனால் குஜராத் கடந்த பத்து ஆண்டுகளில்  10 சதவிகிதத் துக்கும் மேல் வேளாண்மையில் வளர்ச்சி அடைந்துள்ளது. சில ஆண்டுகளுக்கு முன்புவரைகூட குஜராத் வறட்சிக்கும், தண்ணீர் பிரச்னைகளுக்கும் உரிய இடமாக இருந்தது. கடந்த பத்து ஆண்டுகளில் ஏழு முறையாவது தண்ணீர் பஞ்சம் ஏற்பட்டிருக்கும். நான்காயிரத்துக்கும் மேற்பட்ட கிராமங்கள் டேங்கர் நீரை நம்பியிருந்தன. தொழில் வளத்தைப் பெருக்குவதற்காக விவசாயத்தை கண்டுகொள்ளாமல் இருப்பதை நாங்கள் அனுமதிக்கவில்லை. தீவிரமான தொழில் வளர்ச்சிக் கொள்கையோடு வேளாண்மை வளர்ச்சிக்காகவும் ஆற்றலையும் வளங்களையும் செலவிட்டோம். மழைநீர் சேகரிப்புத் திட்டத்தை மக்கள் இயக்கமாக மாற்றினோம். குஜராத்தில் உள்ள ஒவ்வொரு குடிமகனும் இதில் பங்குபெற்றார்கள். மழைநீர் தடுப்பணைகள் கட்டுவதற்கு மக்களிடம் 60 சதவிகிதத்தை அரசு தருவதாகவும், மிச்சம் 40 சதவிகிதத்தை பங்களிக்கும்படியும் கேட்டோம். தொழில்நுட்பத்துக்கு அவர்களை அறிமுகப்படுத்தி பயிற்சி அளித்தோம். இதன்மூலம் 6 லட்சம் தடுப்பணைகள் மற்றும் மழைநீர் குளங்கள் கட்டப்பட்டன. இதனால் தண்ணீர் மட்டம் உயர்ந்தது. புதிய குளங்களால் ஆண்டு முழுவதும் விவசாயிகளுக்கு தண்ணீர் கிடைக்கிறது. இன்று குஜராத்தில் கோதுமை, பருத்தி, வாழை, பப்பாளி, கரும்பு, தக்காளி என பலவிதமான பயிர்களைப் பார்க்கமுடியும். சௌராஷ்டிராவின் மிக மோசமான வறட்சி நிலவிய பகுதிகள்கூட வளம்பெற்றுள்ளன. தற்போது விவசாயிகள் தங்கள் பகுதியில் இருக்கும் தடுப்பணையை கவனித்துக்கொள்வதற்கு பயிற்சி பெற்றுள்ளனர். இதுதான் குஜராத் வளர்ச்சியின் ரகசியமாகும். ஒவ்வொரு திட்டத்தையும் நாங்கள் மக்கள் இயக்கமாக மாற்றுவதற்கு முயற்சிக்கிறோம். உதாரணத்துக்கு ஆறு ஆண்டுகளுக்கு முன்பு பள்ளிகளில் குழந்தைகள் சேரும் விகிதம் 60 சதவிகிதமாக இருந்தது. தற்போது அது 100 சதவிகிதமாக வளர்ந்துள்ளது. பள்ளியிலிருந்து இடையில் வெளியேறும் குழந்தைகளின் சதவிகிதம் 30 முதல் 40 % இருந்தது. தற்போது 2 சதவிகிதமாக காணப்படுகிறது. ஏனெனில் அனைத்து பெற்றோர்களும் தங்கள் குழந்தைகளை பள்ளிக்கு அனுப்புவதற்கு முடிவு செய்துவிட்டனர்.

வெவ்வேறு திட்டங்களை ஆரம்பிக்கும்போது அவற்றை முக்கியமான நிகழ்ச்சிகளாக மாற்றவே உத்சவங்களை நடத்துகிறேன். இவை வெறுமனே கொண்டாட்டம் மட்டும் கிடையாது. கடும்கோடையான ஜூன் மாதத்தில் நடத்தும் க்ருஷி உத்சவ நிகழ்வில் அரசு அதிகாரிகள் தங்களது குளிர்பதன அலுவலக அறைகளை விட்டு வெளியேறி கிராமங்களுக்குச் சென்று விவசாயிகளைச் சந்திப்பார்கள். பருவ காலத்திற்கு முன்பு என்னென்ன செய்யவேண்டும் என்று மக்களுக்கு ஆலோசனைகள் கூறுவார்கள். இந்த க்ருஷி மகோத்சவம் முழு மாதமும் நடைபெறும். இதை உண்மையில் வியர்வைத் திருவிழா என்றே சொல்லவேண்டும். இந்த நிகழ்ச்சியில் கல்லூரி மாணவர்களையும் பங்கேற்க வைக்கிறோம். நல்ல விதைகள், மண், உரங்கள் பற்றி விவசாயிகளிடமிருந்து அந்த மாணவர்கள் தெரிந்துகொள்ள வேண்டும் என்பதே நோக்கம். ஆய்வகங்களில் பணியாற்றும் விஞ்ஞானிகளை வயல்களுக்கு அழைத்துச் செல்கிறேன். இந்த நடைமுறை மிகப்பெரிய வெற்றியைத் தந்திருக்கிறது.

மண்வள அட்டை திட்டம் பற்றி கூறுங்கள்?
இந்தியாவில் மனிதர்களுக்கு ஆரோக்கிய அட்டை இல்லை. ஆனால் குஜராத்தில் மண்ணின் ஆரோக்கியத்துக்கான அட்டை உள்ளது. தனது மண்ணில் எந்தப் பயிர் சிறப்பாக வளரும் என்று விவசாயிக்கு அறிவுறுத்த இத்திட்டம் பயன்படுகிறது. இந்தத் திட்டத்தை அறிமுகப்படுத்துவதற்காக நான் 10&ஆம் வகுப்பு மற்றும் 11&ஆம் வகுப்பு மாணவர்களின் உதவியை நாடினேன். அவர்களுக்கு மண் ஆய்வு செய்யும் பயிற்சி அளித்தோம். மாநிலத்தில் உள்ள அனைத்து ஆய்வகங்களும் கோடை காலத்தில் இந்த மாணவர்கள்  ஆய்வு செய்வதற்காக திறந்தே இருந்தன. இதன்மூலம் மாணவர்களுக்கும் கொஞ்சம் வருமானம் கிடைக்கும். ஆய்வகங்களின் தரமும் உயரும். ஒவ்வொரு ஆண்டும் தங்களது மண்ணின் வளம் எவ்வகையில் இருக்கிறது என்பதை விவசாயிகள் தெரிந்துகொள்ள முடியும். இதில் அரசின் பங்களிப்பு எங்கே இருக்கிறது? நாங்கள் இத்திட்டத்தைத் தொடங்கினோமே தவிர, மற்றதெல்லாம் மக்களின் பணிகள்தான். பால் உற்பத்தியை எடுத்துக்கொள்ளுங்கள்.  இந்த ஆண்டு 60 சதவிகித வளர்ச்சி கண்டுள்ளோம். இது ஓர் அதிசயமாகும். குஜராத் முழுவதும் கால்நடைகளுக்காக 3000 முகாம்கள் நடத்தியுள்ளோம். ஒரு மாடு இந்த முகாமுக்கு வருவதற்கு இரண்டு முதல் மூன்று கிலோமீட்டர் தூரமே நடக்கும்படி பார்த்துக்கொண்டோம். கால்நடைகளை தொடர்ந்து இப்படியாக கண்காணிப்பதன் மூலம் அவற்றை அடிக்கடி தாக்கிய 112 வியாதிகளை ஒழித்துள்ளோம். கால்நடைகளுக்கு கண்புரை அறுவைச் சிகிச்சை மற்றும் பல் சிகிச்சை கொடுக்கும் ஒரே மாநிலம் குஜராத். இதனால்தான் 60 சதவிகித உற்பத்தி ஏற்பட்டுள்ளது. முன்பெல்லாம் தங்கள் கால்நடைகள் மூலம் ஆயிரம் ரூபாய் சம்பாதித்த விவசாயிகள் 1600 ரூபாய் சம்பாதிக்கிறார்கள்.

உ.பி. மற்றும் பீகாரை ஒப்பிடும்போது குஜராத் மக்கள் வளர்ச்சிக்கு முக்கியத்துவம் கொடுப்பவர்கள் என்று சொல்வது வழக்கம். இது சரியல்ல. நாட்டின் எந்தப் பகுதி குடிமகனையும் புண்படுத்தும் விஷயம் இது. ஒவ்வொரு குடிமகனும் திறமை வாய்ந்தவரே. எல்லோரும் நாட்டை நேசிப்பவரே. வளர்ச்சியைப் பொறுத்தவரை இந்த ஒப்பீட்டை செய்யக்கூடாது. லால்பகதூர் சாஸ்திரி உணவு தானியங்களை வெளிநாட்டிலிருந்து இறக்குமதி செய்யக்கூடாது என்று கூறியபோது, பீகார் மற்றும் உ.பி. மக்கள்தான் கடுமையாக உழைத்து தானிய கிடங்குகளை நிரப்பினர். லால்பகதூர் சாஸ்திரியால் முடிந்த விஷயம் மற்றவர்களால் ஏன் முடியவில்லை? அதனால் குடிமக்களை குற்றம் சொல்லவேண்டாம்.

The media has twisted SIT report on Modi out of shape

A strong perceptional bias against Gujarat Chief Minister Narendra Modi has prevailed once again with some sections of the media showing a thoroughly deficient understanding of Indian law and its nuances, and the role of the Supreme Court-appointed Special Investigative Team (SIT) in probing the Gujarat riots.

In concluding that no offence under Indian criminal law can be made out against Modi, SIT observed how various statements attributed to the Gujarat Chief Minister, both alleged and otherwise, have been taken out of context to support baseless accusations. Almost ironically, Modi now has company. The team that grilled him for nine hours is the latest victim of misconstruction and selective quoting.

The SIT’s role: First, let’s recall that SIT was investigating allegations contained in the criminal complaint filed by Ms Zakia Jafri against Modi and others. Its scope of inquiry was not to study administrative lapses, “moral responsibility” or political decision-making.

After investigating all allegations, the SIT was to provide its findings and opine whether any criminal offences can be made out against any accused after which the courts (and not the SIT nor Amicus Curiae) could take the final decision. If there is any skepticism on why SIT went into several matters not usual in a criminal proceeding, one may refer to the nature of allegations raised in Ms Jafri’s complaint itself.

Given that the Amicus Curiae has also disregarded allegations by IPS officer RB Sreekumar and the late Haren Pandya, Sanjeev Bhatt’s allegations and his credibility as a witness comprise a major portion of the SIT closure report.

Did the SIT have to examine the credibility of Bhatt at length? The answer is an obvious yes.

As the investigating and prosecuting entity, the SIT has to take a call on whether, based on its findings, the judiciary’s valuable time can be engaged. As pointed out earlier, Sanjeev Bhatt, as a witness, would be impeached under Indian laws (primarily Section 153 of the Indian Evidence Act) in little time. The SIT, unlike everyone else, does not have the luxury of relying on seriously doubtful evidence, including fabricated documents, put forth by a witness lacking credibility.

“Action-reaction”: The US invasion of Iraq under the notion of ‘pre-emptive self-defence’ was severely criticised. Initially, however, the US believed it had the right to invade Iraq under international law. A few Iraqi civilians got provoked by it and killed US soldiers. The commonality in both the “action” of the US and the “reaction” of Iraqis is a subjective thought process guiding their actions, whether legal or otherwise, justified or unjustified.

Therefore, if one states the bland fact that “the US invasion of Iraq led to provocation of civilians”, does it mean a justification of either act? Does it mean that an act done in self-defence cannot subjectively provoke anyone, even if wrongly?

What Modi allegedly said – allegedly, because Zee News has not been able to provide the SIT a CD of the full interview – and what the SIT referred to was a bland statement of fact. Both neither attempted to justify the late Ehsan Jafri’s subjective assessment of the need for self-defence (“action”) nor the frenzy of the provoked mob (“reaction”).

This is evidenced by the fact that Modi repeatedly pleaded to the public to remain calm and maintain peace while assuring that the government (not the public) will take strict action against those responsible for the Godhra incident. The Zee News interviewer, Sudhir Chaudhary, has also stated that Modi wanted “neither action nor reaction”. Further, Modi also publicly stated that those who acted in anger and retaliation after the Godhra incident – the rioters – shall not be spared.

If this is not convincing, the author strongly suggests reading pages 428 to 450 of the SIT closure report which elaborates what the government machinery did under Modi’s directions. One can always see the government’s handling of the unimaginable catastrophe as a glass half-full or half-empty. In Modi’s case, most media outlets have seen the glass itself with coloured lenses, grabbing each little window of opportunity to distort facts or report half-truths at the cost of sound and objective reportage.

“Four walls”: SIT’s legal conclusions on a hypothetical situation, assuming that Modi did say “let Hindus vent their anger”, have been picked up by the media without attempting to understand the specific IPC offences referred to. The SIT was responding to Amicus Curiae’s opinion that offences can still be made out under Sections 153A(1)(a) & (b), 153B(1)(c), 166 and 505(2) IPC (despite the fact that there are three materially distinct versions of Modi’s utterances floating around).

For sections 153A, 153B and 505, it is necessary that such words are uttered in a sufficiently public manner so as to cause disharmony, ill-will or hatred between different groups. This is where SIT figuratively used the much-criticised “statement uttered in the four walls” phrase to explain the higher threshold of these IPC offences.

As for Section 166, the SIT opined that no directions can be quoted from law for Modi to disobey them. Modi repeatedly appealing for calm and giving directions to control riots (pages 428 to 450) contradicts any conclusion of disobedience of the law.

It must be pointed out that this discussion is academic in nature since the SIT has not found any credible evidence to show that Modi had uttered those words.

Judgments on the administrative and political handling of the post-Godhra situation by the Modi government, as Shashi Shekhar points out have to be made in the voters’ courts. How Modi will fare at the national level, if chosen by the BJP as its prime ministerial candidate, remains to be seen.

For the moment, the concept of justice for many has confined itself to nailing one man under any possible theory. The next stop for Bhatt, as explained earlier is the National Commission for Minorities where he has been allowed to carry out his personal agenda in what is a simple private complaint which, incidentally, is also sub-judice.

Amicus curiae or the SIT report? Which one tells the truth? After Ramchandra Ramu’s report, an amicus curiae appointed by the supreme court in the 2002 riots case was made public yesterday, the debates around which report is right have been raging.

Teesta Setalvad of Citizens for Justice and Peace and Meenakshi Lekhi from the BJP were on a late night discussion on CNN-IBN with Rajdeep Sardesai debating the merits of the two reports.

When Sardesai asked Setalvad what the big discrepancies she found in the two reports were, she said, “The conclusions drawn by the SIT to 22,000 page evidence are untenuous and we shall point it out in our protest petition.”

“There is one paragraph in page 242 in the SIT report which I found shocking. It says that even if the chief minister has uttered words like allow Hindus to vent their anger in a closed room it doesn’t amount to an offense. That is SIT’s view of the law?” Setalvad said.

Lekhi said that Setalvad is reading the paragraph out of context. “The SIT must have gone into exact detail whether the statements made are right or wrong.”

Amicus report on Modi full of infirmities, conjectures

The amicus curiae report (“AC report”) on Narendra Modi, prepared pursuant to a Supreme Court directive has, on the basis of the same evidence before the Special Investigation Team (SIT), arrived at a different conclusion. The AC, Raju Ramachandran, has opined that certain offences under the Indian Penal Code can prima facie be made out against Modi at this stage.

This deductive exercise based on IPS officer Sanjeev Bhatt’s allegations is replete with infirmities and speculation. Bhatt has alleged that (a) he was present at the law and order review meeting called by the CM on 27 February; and (b) Modi instructed the police “not to deal with the Hindu rioting mobs”.

Using two negatives instead of a positive

Firstly, the AC report uses two negatives to support a prima facie case which should ideally be supported by a positive. While the question of burden of proof in criminal matters admittedly comes only at the trial stage, the prosecuting agency has a stronger prima facie case if it has material proving the accusations rather than absence of material negating the accusations.

For example, Ramachandran asserts that because there is no documentary material which can establish that Bhatt was not present in the meeting, he should not be disbelieved (Paragraph 23). It may be useful to point out here that Ramachandran has had to recant a similar premise regarding Haren Pandya’s presence in an interim note submitted to the Supreme Court (SC) in which he had said that “it may not be totally unbelievable that Haren Pandya was present at the meeting” (Observation No 4, Chart-A; Recanter in Paragraph 46 of the AC report).

Indeed, Haren Pandya had passed away by the time the SIT initiated investigations. But the negligible prosecutable value of such a premise is rather obvious.

Bhatt’s word against everyone else’s

The AC report seeks to undermine the credibility of the officers who attended the meeting by quoting SIT’s Preliminary Report which places them into categories such as: (a) those claiming loss of memory; (b) those who obtained lucrative post-retirement benefits; and (c) those who were serving public officers.

Even if this were the case, one important retired officer – the then DGP K Chakravarthi – has categorically denied Bhatt’s presence on more than one occasion. Chakravarthi, who knew Sanjeev Bhatt better than the rest due to their hierarchy in the Gujarat police, is one such attendee officer who does not fall into any of the three categories.

Impeachment of Bhatt as a witness on grounds of lack of credibility

Ramachandran asserts that the evidentiary value of testimonies of some attendee officers is doubtful due to the “lack of credibility”, in that they obtained lucrative post-retirement benefits. Admittedly, some substance can theoretically be shown in these assertions even if post-retirement benefit is the only factor. What he misses, however, is the presence of several factors significantly eroding Bhatt’s own credibility as a witness.

For example, Bhatt had also claimed the presence at a subsequent meeting at the CM’s residence on the next day at 10:30 am whereas the call records indicate that he was in Ahmedabad at 10:57 am and he could not have reached Gandhinagar till 11:30 am.

Further, Ramachandran himself states that Bhatt’s repeated attempts to make himself heard in several forums shows that he has not been a “detached police officer” content with giving his version (Paragraph 22). Bhatt’s latest attempt to expand the limited scope of a private complaint before the NCM to his personal agenda has been pointed out earlier.

Further, he is “fully conscious” of the fact that Bhatt has made attempts to get other witnesses to support his case as a part of his active “strategising” efforts along with those who would gain mileage from his testimony (Paragraphs 22 and 29). These are only a few out of many reasons why the SIT has chosen not to rely on Bhatt’s statements that could be seen as motivated.

Under Indian evidence laws, Bhatt, as a witness, would be impeached in no time due to lack of credibility. Yet, according to Ramachandran, these factors cannot be grounds for ignoring his statements primarily because it is unlikely that a serving police officer would make such a serious allegation against a chief minister without some basis (Paragraph 23).

That Ramachandran overlooks his own assertion regarding Bhatt’s strategic motives which have been at full display since he made allegations against Modi is quite surprising.

Speculations galore

Ramachandran then makes several speculations as to what could have happened in order to rebut what much of the hard evidence collated by the SIT sufficiently indicates did not happen.

In relation to SIT calling Bhatt’s bluff as to his presence in the subsequent meeting of 28 February, Ramachandran makes a contrived attempt by raising possibilities such as: (a) there is no evidence to show that Bhatt was at a place other than Gandhinagar after 10:57 am; and (b) the 28 February meeting could have been held at a time other than 10:30 am.

He further guesses that since Bhatt had accompanied the then ADGP (Intelligence) in the past to a few meetings called by the CM, Bhatt could have been directed to attend the 27 February meeting as well and that his “juniority” need not have come in the way of his attendance (Paragraph 25).

While there are no tightly defined requirements for establishing a prima facie case, it certainly does not mean a collection of double negatives and theoretical possibilities are valid. The SIT, unlike everyone else, does not have the luxury of relying on flimsy grounds to take the case forward. Therefore, if the prosecution relies on a witness whose credibility is open to challenge, it reflects poorly on the prosecuting entity.

How the AC report will weigh in the proceedings before the Ahmedabad Metropolitan Court remains to be seen. For the moment, however, it will be peddled as truth by those very “strategists” Ramachandran decries in his report.

There is no denying the major economic advances the state has made under Narendra Modi

I recently wrote about why the accomplishments of chief minister Nitish Kumar that at last bring hope to Bihar could not be underestimated.Today,i turn to Gujarat,which has been generally more prosperous in the post-Independence era and has performed impressively under chief minister Narendra Modi.Critics who insist on viewing everything related to Modi through the 2002 lens and,thus,fail to separate their economics from politics have fallen short of 20/20 vision.
Begin with growth.The relevant comparison here is with larger,richer states.Based on per-capita Net State Domestic Product (NSDP) in 2009-10,Gujarat ranks third,behind Maharashtra and Haryana but ahead of Tamil Nadu,Kerala,Punjab and Karnataka in that order.
Modi came to office in October 2001.In the following eight years spanning 2002-03 to 2009-10 (2002-10 ),NSDP grew at 10.5% annual rate in Gujarat and at 10.1% in the nearest competitor,Maharashtra.The rate during the preceding eight years,1994-02,was 5.9%,behind only Haryanas 6.3%.Modi inherited a vibrant economy and has taken it to new heights.Gujarat had ranked sixth in terms of per-capita NSDP in 2002-03.Outperforming Tamil Nadu,Kerala and Punjab,it moved up to the third spot in 2005-06 and has remained there.
While the performance in agriculture has received the greatest attention,perhaps the most exceptional feature of Gujarats success has been the performance of manufacturing.Compared with the national average of 15%,manufacturing in Gujarat accounted for 27.4% of the Gross State Domestic Product (GSDP) in 2009-10.
Critics might say that this proportion has risen only one percentage point since 2002-03.But given the uphill battle manufacturing faces in India,even maintaining the share at this high level is a challenge.In all comparator states,this share has been below 20%.Moreover,with the exception of Punjab,none has been able to raise it by more than a percentage point during 2002-10.
With a high and rapidly rising per-capita income,it should come as no surprise that Gujarat has a significantly lower poverty ratio than India as a whole and it is fast declining.Based on the Tendulkar poverty lines and methodology,overall poverty in Gujarat fell by only six percentage points during 11 years between 1993-94 and 2004-05.But during just five years between 2004-05 and 2009-10,it fell an impressive nine percentage points.In 2009-10,the poverty ratio in Gujarat at 23% was almost seven percentage points below the national average.
The decline in poverty has been observed across all major social groups.My ongoing research with Megha Mukim finds the poverty ratio for the scheduled castes tumbling from 40.1% in 2004-05 to 21.8% in 2009-10.The decline has been less sharp for the more numerous scheduled tribes (ST) from 54.7% in 2004-05 to 47.6% in 2009-10.Given the continued high absolute level of ST poverty,the state must think of imaginative ways to bring the fruits of growth to the tribal belts.
Critics frequently deride the exceptional growth in Gujarat by pointing to its lack of achievement in the social sectors.But they often do so by focussing on selective indicators.A consideration of a broad set of indicators hardly offers an indictment of the state even in social sectors.
The critics case is particularly weak in education.Gujarat added 10 percentage points to the literacy rate during 2001-11,more than any other comparator state.At 79.3%,the literacy rate now stands one percentage point behind Tamil Nadu and three percentage points behind Maharashtra.Indeed,once we take into account the low literacy level of Gujarat at Independence,its progress looks more impressive than that of even Kerala.
To eliminate the bias that may result from differences in initial levels of literacy in evaluating the improvements in literacy,compare the three-decade progress in Gujarat during 1981-2011 to that in Maharashtra during 1971-2001 and Kerala during 1951-81.The initial literacy rates in these states during these periods were almost equal: 45% in Gujarat in 1981,46% in Maharashtra in 1971 and 47% in Kerala in 1951.But three decades later,larger improvements by Gujarat had taken it ahead of both Maharashtra and Kerala.
On a longer-term basis,Gujarats gains in the vital health statistics are nothing to scoff at either.If the levels of these statistics compare unfavourably,it is because it began the race with a disadvantage.In life expectancy,it began a year below the national average during 1970-75 and remained exactly there in 2006-09.Infant mortality rate per thousand live births in Gujarat exceeded the national average by 15 in 1971 but fell below it by two in 2009.Under-five mortality and maternal mortality rates in 2006-09 were,likewise,well below the national average.
Data do show Gujarat performing worse than the national average in child nutrition between 1998-99 and 2005-06,the latest period for which consistent data are available.The government can do much social good by targeted action in this area.The good news is that with high growth,the state has the necessary revenues to successfully address the problem.
While one can selectively poke holes in nearly every success story,taken as a whole,it is difficult to remain unimpressed by what Gujarat has achieved.I would be only too happy if its economic success spread next door to my home state,Rajasthan.

Gujarat HC gives UPA a lesson or two in ‘education secularism’

Pursuant to Sachar Committee’s report on the social, economic and educational status of Muslims in India, the Prime Minister had launched a 15-point Programme for the Welfare of Minorities under which a scheme for awarding pre-metric educational scholarships to children belonging to five specific minorities was initiated.

The purpose of this Scheme was to “encourage parents from minority communities to send their school-going-children to school, lighten their financial burden on school education and sustain their efforts to support their children to complete school education”.

The basic conditions of this Scheme are: (a) the student concerned must not get less than 50% marks in the previous examination; (b) the annual income of parents/guardian must not exceed Rs. 1 lakh; and, most controversially, (c) the student must be a Muslim, Christian, Sikh, Buddhist or Parsi.

Refusing to implement it in Gujarat owing to the fact that it discriminated between students on the basis of religion alone, the Gujarat Government stated that such a Scheme would cover only 52,260 minority students as against 6 lakh eligible pre-metric students falling within the income criteria.

This led a Gujarat Congress member Adam Chaki to file a Public Interest Litigation in the Gujarat High Court asking the Court to issue directions to the Gujarat Government to implement the Scheme. The Central Government, through the Assistant Solicitor General, supported the stand taken by Chaki.

One of the arguments of Gujarat Government was that the minority communities in Gujarat are more developed and educationally advanced as compared to minorities in many other States in the country and even compared to people belonging to the SC, ST, SEBC and EBC categories. Therefore, targeting a limited number of communities on the basis of religion will create ‘heart-burning’ and discriminatory feeling amongst the other low income students.

And, particularly when Gujarat was implementing as many as five scholarship schemes covering all eligible persons without limiting it to particular minority communities, this Scheme, according to Gujarat Government, created a class within a class and, that too, on the basis of religion alone, something clearly forbidden in the Constitution.

Interestingly, in an earlier petition challenging the Prime Minister’s 15 Point Programme, the Gujarat High Court had held in 2009 that “funds utilized by States for … providing education etc.” would not violate the Constitution. The Bombay High Court in 2011 ruled the same in an identical challenge.

Even the Supreme Court, in an unrelated matter but one raising similar issues, had held that when expenditure is incurred by Central and State Governments for other religions and economic classes, there is no ‘discrimination’ under to a scheme which also gives facilities to minorities on the basis of religion alone.

Nonetheless, the Gujarat HC Bench, consisting of the Chief Justice, disagreed with these findings and held that such a Scheme would violate the Constitution. It relied primarily on a 2005 Supreme Court judgment (by a larger five-judge Bench) which held that a “further classification by way of micro-classification” was not permissible under the Constitution.

The Central Government, through this Scheme, wanted to “make a micro-classification among the weaker sections of citizens on the basis of religion alone”. Article 29(2) of the Constitution clearly prohibited any citizen from being denied aid out of State funds on grounds only of religion.

According to the Gujarat HC, the following question was the yardstick when determining the constitutionality of such a Scheme:

“Will people from other communities whose annual income is less than Rs. 1 lakh and whose children are equally (or more) meritorious be deprived of Government patronage only because they belong to different religions other than five minority religions?”

If the answer was in the affirmative – which it clearly was – the Gujarat HC could not order the Gujarat Government to implement the Scheme. Since the earlier 2009 Gujarat HC judgment which upheld the PM’s 15 Point Programme was also by a two-judge Bench, this matter has been referred to a larger Bench for final adjudication.

How a larger Bench will decide on this issue remains to be seen. For the moment, however, the Gujarat HC has expressed its displeasure with the palpably blatant discrimination inherent in the Scheme which has the effect of depriving a poor child securing 90% marks just because he happened to belong to a religion other than the religion of a comparably poor child who secures 51% (and who, therefore, gets the scholarship solely because of his religion).

And, by ‘road-rolling’ minority welfare schemes such as these, the UPA has, in the words of the Gujarat HC,“exposed the idea that there is no necessity of socio-economic upliftment of persons of even the poorer and socially backward strata with the help of Government sponsorship unless they belong to the five minority religions.”

The Gujarat judiciary has, with this judgment, taught the UPA and various State governments a lesson or two on their version of secularism. Because the version they are practicing keeps drifting further and further away from the constitutional values our Founders thought India would cherish and preserve.

NGOs belonging to Teesta Setalvad, Shabnam Hashmi among recipients of Netherlands’ fund.
A Netherlands-based nongovernmental organisation is pumping in huge money in Gujarat-based NGOs and those from outside the State engaged mostly in Gujarat riots-related propaganda and litigation activities.
Humanistic Institute for Co-Operation with the Developing Countries (HIVOS) has given more than 13 lakh Euros (approximately `9.25 crore) to various NGOs in Gujarat between April 2008 and August 2012. The prominent among them are: DISHA (2,24,000 Euros), GKVP (2,07,000 Euros), SAFAR (1,84,000 Euros), MAHITI (1,04,000 Euros), SWATI (85,000 Euros), and UTHAN (63,000 Euros). DISHA belongs to Congress MP Madhusudan Mistry from Gujarat.
HIVOS has also funded various NGOs in Mumbai and Delhi. Mumbai-based Citizens for Justice & Peace (CJP), run by Teesta Setalvad, has got 10,000 Euros, and Delhi-based ANHAD, run by Shabnam Hashmi, 4,000 Euros. Both these NGOs are vehemently against Gujarat Chief Minister Narendra Modi.
Shabnam Hashmi’s ANHAD got the 4,000 Euros for propagating democratic Rights & Freedom of expressions through dance, poetry and musical evenings in Gujarat. HIVOS has claimed that it “does not fund individuals”. However, a payment of `54,000 has been given to Mihir Desai directly in his name. Desai is the counsel of Setalvad and represents her in various courts.
In fact, in its agreement (dated 16/11/09), signed with CJP for the project “Documentation & Dissemination”, HIVOS has categorically mentioned that “the name and logo of HIVOS should be mentioned in all printed material, websites and publicity related to the project”.
The agreement was signed by Javed Anand, Setalvad’s husband, on behalf of CJP. Interestingly, the agreement has a very strange clause which states: “In principle, HIVOS requires the account to be held in the name of organisation with which the contract has been concluded. With mutual consent an exception may be and a different payee agreed upon.”
Moreover, although the project was titled “Documentation & Dissemination”, in the budget summary, more than 50% amount was earmarked for “fortnightly meetings/workshops in Gujarat, travel expenses of CJP secretary and establishment expenses at Ahmedabad”. This, sources said, indicates to HIVOS funding CJP for Gujarat-riots related issues.
The HIVOS has also routed funds through a Bangalore based Centre for the Study of Culture and Society (CSCS) for its pluralism programme focusing on two core themes: Human Rights, Pluralism and Rethinking the Secular State; and Faith and Diversity.
Under Human Rights, Pluralism and Rethinking the Secular State, the theme is “emerging challenges and dilemmas before human rights and secular interventions of civil society groups in countering the rapidly growing Hindutva majority fundamentalists and its various manifestations such as communalism and communal violence. Initiatives here include studies into the role of civil society in post-2002 Gujarat violence.”
Under Faith and Diversity, the theme is “(a) mapping of how questions of caste, class and gender are influencing transformation processes within Muslim identity formations in India. (b) What kind of civic spaces are emerging within the Muslim community in addressing the challenges posed by communal violence and demands of everyday peace and co-existence?”
The sustained interest shown by the HIVOS in Gujarat riots is evident from the fact that it has uploaded as many as 62 articles/reports on riot-related issues on its web portal.
 

The Netherlands-based NGO’s intentions in pumping in large funds in such NGOs and its interest in the various studies of Gujarat violence thus surely raise eyebrows.

Justice Aftab Alam and Teesta Setalvad's perjury in Courts - A Conflict of Interest?

 
Shahrukh Alam is Justice Aftab Alam's daughter. She is part of the Core Team at PKP - India (Screenshot 1). PKP - India is actively engaged in propagating / disseminating materials from Sabrang Communications (Teesta Setalvad's Organization) and others (Screenshot 2). PKP - India's India Regional Team also includes Senior Lawyer Mihir Desai (Screenshot 3). Mihir Desai is Teesta Setalvad's lawyer for numerous Gujarat Riot cases.

Having said that, there is overwhelming evidence against Teesta Setalvad and many court cases have also been filed against her, demanding a probe into her deceit, lies and perjury. Have a look at: Evidence Against Teesta Setalvad.

So why doesn't Justice Aftab Alam order an investigation into Teesta Setalvad's deceit, lies and perjury? Is it because Teesta Setalvad's Gujarat Agenda is also being pursued by Justice Aftab Alam's daughter Shahrukh Alam? Isn't this conflict of interest as all Gujarat cases in the Supreme Court are heard by a bench which includes Shahrukh Alam's father Justice Aftab Alam?

Ms. Teesta Setalvad born on February 9, 1962, Educated at Elphinstone College, Higher Secondary Certificate Elphinstone College, Indian School Certificate Maneekji Cooper School, Mumbai. She holds a Bachelor of Arts degree since 1983. On March 23, 2007 She was awarded India's second highest civilian award the "PADMASRI" by the President of India, Shri APJ Abdul Kalam for Social Journalism and Social Justice.. She is the Researcher and Author of several books. She directs, Scrip-writes, Co-produces documentary films especially related to human abuse and human rights violations. Her 10-minute documentary film for ARDE (German TV) on human rights violations. Deals with illegal detention and torture of hundreds of innocent Muslims following the bomb blasts in Bombay. She has won tens of awards both national and international level.

Teesta Setalvad is a Mumbai-based journalist and human rights' activist who has had to function under threat and intimidation especially since her fearless intervention during and after the Gujarat genocide in 2002, through her efforts, some of the victims of the genocidal crimes in Gujarat 2001 may actually receive justice in the near future. Some already have. The strong voice that Setalvad represents have led victims of both the Muslim minority and the Hindu Majority who lost loved ones in the mass arson in coach S-6 of the Sabarmati Express to approach her for succor and justice. The historic judgment delivered by the Indian Supreme Court on April 12, 2004, when the historic BEST bakery re-trial was shifted to a venue outside the state of Gujarat was vindication of her consistent two year old stand.

In recognition of exceptional initiatives in the field of journalism, development and to Combat Communalism, Teesta won many National awards such as: State Minorities Commission Award, Mother Teresa Memorial National Award for Social Justice, Nani Palkhivala Civil Liberties Award, Mahatma Gandhi Peace Awards, The Human Rights Award by the Dalit Liberation Education Trust, Chennai, and Rajiv Gandhi Sadbhavna Award, (awarded jointly to Teesta Setalvad and Harsh Mander). Some of the International Award includes "Defender of Democracy Award 2004," by Parliamentarians for Global Action, New York, Numbering International Human Rights Award 2003 and The Prince Claus Award 2000 (Netherlands).
