தங்களது செயல்பாடுகளை விளக்க நிகர்நிலை பல்கலைக்கழகங்களுக்கு அவகாசம்

புது தில்லி, மார்ச் 7: நாடு முழுவதும் 130 நிகர்நிலைப்பல்கலைக்கழகங்களுக்கு கல்வித் தரம் உள்பட தங்களது கல்வி செயல்பாடு தொடர்பாக விளக்கம் அளிக்க போதிய கால அவகாசம் அளிக்கப்பட்டுள்ளது என்று உச்ச நீதிமன்றத்தில் மத்திய அரசு தெரிவித்துள்ளது.

 

 

44 நிகர்நிலைப்பல்கலைக்கழகங்களை ஆய்வு செய்ததில் அவை நிகர்நிலைப்பல்கலைக்கழக அந்தஸ்தைப் பெறவே தகுதியில்லை என்பது தெரியவந்தது. இந்தக் கல்வி நிறுவனங்களுக்கும் தங்களது கல்வி செயல்பாடு குறித்து விளக்கம் அளிக்க அவகாசம் அளிக்கப்பட்டுள்ளது என்று உச்ச நீதிமன்றத்தில் மத்திய மனித ஆற்றம் மேம்பாட்டு அமைச்சகம் தரப்பில் தாக்கல் செய்யப்பட்ட பிரமாணப் பத்திரத்தில் தெரிவிக்கப்பட்டுள்ளது.

 

 

அங்கீகாரத்தை ரத்து செய்வதற்கு முன்னதாக தங்களது தரப்பு விளக்கத்தை அளிக்க வாய்ப்பையும், கால அவகாசத்தையும் அரசு அளிக்கவில்லை என்று நிகர்நிலைப்பல்கலைக்கழக நிர்வாகங்கள் குற்றம்சுமத்திள்ளன. இதை ஏற்க முடியாது. அரசினால் அமைக்கப்பட்ட உயர்நிலைக்குழு அனைத்து நிகர்நிலைப்பல்கலைக்கழகங்களுக்கும் போதிய கால அவகாசம் அளித்தது. அதன்பின்னரே நடவடிக்கை எடுக்கப்பட வேண்டிய கல்வி நிறுவனங்கள் குறித்த பட்டியல் அடங்கிய அறிக்கையை அரசிடம் சமர்ப்பித்தது என்றும் அந்த பிரமாணப் பத்திரத்தில் கூறப்பட்டுள்ளது.

 

 

அரசினால் அமைக்கப்பட்ட உயர்நிலைக்குழு, நிகர்நிலைப்பல்கலைக்கழகங்களின் உள்கட்டமைப்பு, நிதி வசதி ஆகியவற்றை பெரிதாக எடுத்துக்கொள்ளவில்லை. அந்த நிறுவனங்கள் மாணவர்களுக்கு எந்த அளவில் தரமான கல்வியை அளிக்கின்றன, ஆராய்ச்சியை ஊக்குவிக்கின்றன உள்ளிட்ட கல்வி செயல்பாடுகளுக்குத்தான் அதிக முக்கியத்துவம் அளித்துள்ளது.

 

 

கல்வி செயல்பாடுகளில் மோசமாக உள்ள கல்வி நிறுவனங்களின் அங்கீகாரத்தை ரத்து செய்யவே பரிந்துரை செய்தது என்றும் தெரிவிக்கப்பட்டுள்ளது.

 

இந்த பிரமாணப் பத்திரம், நீதிபதி தல்வீர் பண்டாரி தலைமையிலான சிறப்பு பெஞ்ச் முன்பு தாக்கல் செய்யப்பட்டது. பிரமாணப் பத்திரம் திங்கள்கிழமை விசாரணைக்கு எடுத்துக்கொள்ளப்படும் என்று நீதிபதி தெரிவித்தார்.

 

 

முன்னதாக, நிகர்நிலைப்பல்கலைக்கழகங்களின் உள்கட்டமைப்பு மற்றும் செயல்பாடு குறித்து ஆய்வு செய்ய பி.என்.டாண்டன் தலைமையில் அமைக்கப்பட்ட உயர்நிலைக் குழு, அரசிடம் அறிக்கை தாக்கல் செய்தது.

இதையடுத்து அந்தக் கல்விநிறுவனங்களில் படிக்கும் மாணவர்கள் கொந்தளித்தனர். போராட்டத்தில் குதித்தனர். தாங்கள் படிக்கும் கல்வி நிறுவனங்கள் மீது தாக்குதலிலும் ஈடுபட்டனர். இதையடுத்து இந்த விவகாரத்தில் தலையிட்ட உச்ச நீதிமன்றம், நிகர்நிலைப்பல்கலைக்கழகங்களின் அங்கீகார ரத்தை தாற்காலிகமாக நிறுத்தி வைத்தது.

நன்கொடை வசூலிக்கும் கல்வி நிறுவனங்களின் நிர்வாகிகளுக்கு மூன்று ஆண்டு சிறை ! வருகிறது சட்டம் !

மாணவர்களிடம் நன்கொடை வசூலிக்கும் அல்லது அரசுக்கு அளித்த உறுதி மொழிகளை காப்பாற்ற தவறும் கல்வி நிறுவனங்களின் நிர்வாகிகளுக்கு மூன்று ஆண்டு சிறைத் தண்டனை அல்லது 50 லட்சம் ரூபாய் அபராதம் விதிக்க வகை செய்யும் சட்ட மசோதாவுக்கு அமைச்சர்கள் குழு ஒப்புதல் அளித்தது.

மத்திய மனிதவள மேம்பாட்டுத் துறையின் இந்த மசோதாவுக்கு, விவசாய அமைச்சர் சரத்பவார் தலைமையிலான அமைச்சர்கள் குழு ஒப்புதல் அளித்தது. இந்த மசோதா நிறைவேறினால், கல்வி நிறுவனங்கள் மற்றும் அவற்றின் நிர்வாகிகள் வேறு எந்த வகையான முறைகேடுகளில் ஈடுபட்டாலும், கடும் தண்டனை கிடைக்கும். மத்திய மனிதவள மேம்பாட்டுத் துறை அமைச்சர் கபில்சிபல் சமர்ப்பித்த இந்த மசோதாவை, சிறு மாற்றங்களுடன் அமைச்சர்கள் குழு ஏற்றுக் கொண்டது. இதன்பின் மத்திய அமைச்சரவை மற்றும் பார்லிமென்டின் ஒப்புதலுக்கு மசோதா அனுப்பி வைக்கப்படும். அமைச்சர்கள் குழுவில் பவார், கபில்சிபல் தவிர, ஏ.கே.அந்தோணி, சிதம்பரம், பிருதிவிராஜ் சவான், வீரப்ப மொய்லி, திட்ட கமிஷன் துணைத் தலைவர் மான்டேக்சிங் அலுவாலியா ஆகியோர் இடம் பெற்றுள்ளனர்

கல்வித் தரம் பற்றி கவலைப்படாத நிகர்நிலை பல்கலைகள்: மத்திய அரசு நியமித்த குழு குற்றச்சாட்டு

புதுடில்லி:"பெரும்பாலான நிகர்நிலை பல்கலைகள், கல்வித் தரத்தை உயர்த்துவது, ஆராய்ச்சிகளை மேற்கொள்வது போன்ற விஷயங்களை விட, வருமானத்தை எப்படி பெருக்குவது என்பதைப் பற்றித் தான் மிகவும் கவலைப்படுகின்றன' என, மத்திய அரசால் அமைக்கப்பட்டுள்ள குழு தெரிவித்துள்ளது."நாடு முழுவதும் உள்ள நூறுக்கும் மேற்பட்ட நிகர்நிலை பல்கலைகளில், 44 பல்கலைகள், நிகர்நிலை பல்கலைக்குரிய அந்தஸ்தை பெற தகுதியற்றவை. இவற்றின் அங்கீகாரத்தை ரத்து செய்யலாம்' என,மத்திய அரசு சார்பில் சுப்ரீம் கோர்ட்டுக்கு பரிந்துரை செய்யப்பட்டு இருந்தது. இதற்கு சுப்ரீம் கோர்ட் இடைக்கால தடை விதித்திருந்தது.இந்நிலையில், நிகர்நிலை பல்கலையின் செயல்பாடுகள் குறித்து ஆய்வு செய்து அறிக்கை சமர்ப்பிப்பதற்காக, மத்திய அரசு சார்பில் டாண்டன் தலைமையில் ஒரு குழு அமைக்கப்பட்டது.


இந்த குழுவின் அறிக்கையில் தெரிவிக்கப்பட்டுள்ளதாவது:நிகர்நிலை பல்கலைகளில் பெரும்பாலானவை, கல்வித் தரத்தை உயர்த்துவது, அது தொடர்பான ஆராய்ச்சிகளை மேற்கொள்வது போன்ற விஷயங்களில் அக்கறை காட்டுவது இல்லை. அதற்கு பதிலாக, வருமானத்தை எப்படி பெருக்குவது என்ற விஷயத்தைப் பற்றித் தான் கவலைப்படுகின்றன.கட்டணங்களை நிர்ணயிப்பதற்காக, தேசிய அளவிலான கமிட்டி ஒன்றை ஏற்படுத்த வேண்டும். இந்தக் கமிட்டி, ஒரு குறிப்பிட்ட கால இடைவெளியில், கட்டணம் குறித்து ஆய்வு செய்ய வேண்டும். பெரும்பாலான நிகர்நிலைப் பல்கலைகளில், அதிகாரப்பூர்வமாக பரிந்துரைக்கப்பட்ட கட்டணத்தை விட, மிக அதிகமாக கட்டணம் வசூலிக்கப்படுகிறது.

30 ஆயிரம் மாணவர்கள் ‘பெயில்:’ அரசு மீது பகீர் புகார்

கோவை :கடந்த ஆண்டில் தேர்வெழுதிய 30 ஆயிரம் ஆசிரியர் பயிற்சி மாணவர்களை திட்டமிட்டே “பெயில்’ ஆக்கி விட்டதாக அரசின் மீது குற்றச்சாட்டு கிளம்பியுள்ளது.

கடந்த ஆண்டில் தமிழகத்தில் ஆசிரியர் பட்டயப் பயிற்சி தேர்வு எழுதியவர்களில் 69 சதவீதம் பேரை, திட்டமிட்டே அரசு, “பெயில்’ ஆக்கி விட்டதாக குற்றச்சாட்டு கிளம்பியுள்ளது. 2008-2009 கல்வியாண்டிற்கான ஆசிரியர் பட்டயப் பயிற்சி தேர்வு, 2009 ஜூனில் நடந்தது. தமிழகம் முழுவதும் 43 ஆயிரத்து 120 மாணவ, மாணவியர் தேர்வு எழுதியுள்ளனர். தேர்வில் 50 மதிப்பெண் பெற்றால் மட்டுமே, தேர்ச்சி என்று அறிவிக்கப்பட்டது.தேர்வு முடிவுகள், எட்டு மாதங்கள் கழித்து பிப்.27ல் வெளியானது. இதைப் பார்த்த, பல்லாயிரக்கணக்கான மாணவ, மாணவியர் அதிர்ச்சியடைந்தனர். தேர்வெழுதியவர்களில் கிட்டத்தட்ட 30 ஆயிரத்துக்கும் அதிகமான மாணவ, மாணவியர் தேர்ச்சி பெறவில்லை.தேர்வெழுதியவர்களில் 31 சதவீதம் மட்டுமே தேர்ச்சி பெற்றிருப்பதாக தெரிய வந்ததும், தமிழகம் முழுவதும் மாணவ, மாணவியர் மத்தியில் கடும் அதிருப்தி கிளம்பியுள்ளது. ஆசிரியர் பயிற்சிப்பள்ளிகளில் படிக்கும் மாணவ, மாணவியர் பெரும்பாலும் ஏழை மற்றும் நடுத்தர வர்க்கத்தைச் சேர்ந்தவர்களே.

இவர்களுக்கு ஓராண்டு முழுமையாக வீணாவதுடன், எதிர்காலத்தில் வேலைவாய்ப்பில் பதிவு மூப்பு பறி போய், வேலை கிடைப்பதும் சிக்கலாகும். இவ்வளவு மோசமான, “ரிசல்ட்’ வரும் வகையில் அரசே திட்டமிட்டு செயல்பட்டிருப்பதாக, இந்திய மாணவர் சங்கம் குற்றம் சாட்டியுள்ளது.கல்வியாண்டு துவங்கிய பின், ஐந்து மாதங்கள் கழித்தே பாடநூல் வழங்கினர். புதிய பாடத்திட்டம், கலைத் திட்டம் உருவாக்கப்பட்டன, வினாத்தாள் அமைப்பு மாற்றப்பட்டது என இதற்கான காரணங்களையும் இந்த அமைப்பு அடுக்குகிறது.கடந்த ஆண்டில் 40 மதிப்பெண்ணுக்கு ஒரு மதிப்பெண் கேள்வியும், 60 மதிப்பெண்ணுக்கு “தியரி’யும் இடம் பெற்றிருந்தன. இந்த ஆண்டில், முழுக்க முழுக்க “தியரி’ முறையிலான கேள்விகள் கேட்கப்பட்டிருந்ததாக பாதிக்கப்பட்ட மாணவ, மாணவியர் தெரிவித்தனர்.

தேர்வு முடிந்து, எட்டு மாதங்கள் கழித்து தேர்வு முடிவு வெளியாவதும் இந்த மாணவ, மாணவியரிடம் சந்தேகத்தைக் கிளப்பியுள்ளது. தேர்வு முடிவை விரைவாக வெளியிடுவதோடு, ஒரு மாதத்துக்குள் மறு மதிப்பீடு செய்யவும், மறு தேர்வு எழுதவும் அனுமதிக்க வேண்டும். தேர்ச்சி மதிப்பெண்ணை 50லிருந்து 40 ஆகக்குறைக்க வேண்டும், தேர்வுகளுக்கு இடையில் விடுமுறை அளிக்கவேண்டும் என்பது உட்பட பல கோரிக்கைகளை அரசிடம் வைத்துள்ளனர். தமிழக அளவில் ஒருங்கிணைத்து போராடவும் திட்டமிட்டுள்ளனர்.

பாதிக்கப்பட்ட மாணவர்கள் கூறுகையில், “காலியாகவுள்ள பல ஆயிரம் இடைநிலை ஆசிரியர் பணியிடங்களை நிரப்புவதாக அரசு கூறி வருகிறது. ஆனால், இதுவரை நிரப்பவில்லை. எங்களையும் “பாஸ்’ ஆக்கினால், வேலைவாய்ப்புக்காகக் காத்திருப்பவர்களின் எண்ணிக்கை அதிகமாகுமென்று கருதி, எங்களை திட்டமிட்டே “பெயில்’ ஆக்கி விட்டனர்’ என்றனர்.கோவையைச் சேர்ந்த ஐந்து ஆசிரியர் பயிற்சி கல்லூரி மாணவர்கள் இது தொடர்பாக கலெக்டரைச் சந்தித்து கோரிக்கை மனு கொடுத்தனர்.

சென்னை:''நிகர்நிலைப் பல்கலைகள், அப்பாவி மாணவர்களுக்கு ஆசைகாட்டி பணம் பறிக்கும் செயல்களில் ஈடுபட்டு வருகின்றன. இவற்றின் முகமூடிகளை கிழிக்க வேண்டும்,'' என, காங்கிரஸ் உறுப்பினர் பீட்டர் அல்போன்ஸ் ஆவேசமாக பேசினார்.சட்டசபையில் அவர் பேசியதாவது:நிகர்நிலைப் பல்கலைகள், பகட்டு விளம்பரங்களைச் செய்து மாணவர்களை பல்வேறு படிப்புகளில் சேர்த்து ஏமாற்றி வருகின்றன. நிகர்நிலைப் பல்கலைகளின் அத்துமீறல்களை தடுக்க நடவடிக்கை எடுத்தாக வேண்டிய முக்கியமான கால கட்டத்தில் நாம் இருக்கிறோம்.


சரியான உள்கட்டமைப்பு வசதிகள் இல்லாத நிகர்நிலைப் பல்கலைகளை தகுதியிழக்கச் செய்யும் பட்டியலில் தமிழகமும் இருக்கிறது.அதிகபட்சமாக தமிழகத்தைச் சேர்ந்த நிகர்நிலைப் பல்கலைகள் தான், நடவடிக்கைக்கு உள்ளாகியுள்ளன. படிப்பது செல்லுமா, வாங்கும் பட்டம் செல்லுபடியாகுமா என தெரியாத நிலையில், மன நிம்மதியில்லாத சூழலில் மாணவர்கள் படித்து வருகின்றனர்.இவர்கள் மன அழுத்தத்தால் பாதிக்கப்பட்டுள்ளனர். பிரச்னைக்கு உள்ளாகியுள்ள நிகர்நிலைப் பல்கலைகளில் படிக்கும் மாணவர்களை, அண்ணா பல்கலையின் கீழ் உள்ள கல்லூரிகளில் சேர்ந்து படிக்க அரசு நடவடிக்கை எடுக்க வேண்டும்.உயர்கல்வி அமைச்சர் பொன்முடி: இப்பிரச்னை சுப்ரீம் கோர்ட்டில் இருக்கிறது. பிரச்னைக்குரிய நிகர்நிலைப் பல்கலைகளில் படிக்கும் மாணவர்கள் பாதிக்காமல் இருக்க, அவர்கள் அரசு மற்றும் அரசு நிதியுதவி பெறும் கல்லூரிகளில் சேர்ந்து படிக்க நடவடிக்கை எடுக்கப்படும் என ஏற்கனவே நான் தெரிவித்துள்ளேன்.


ஆனால், இந்த ஆண்டு சேர்க்கைக்கான பணிகளையும் அவர்கள் துவக்கி விட்டனர். அதனால், இப்பிரச்னையில் மத்திய அரசு எடுக்கும் நடவடிக்கைக்கு நாங்கள் உறுதுணையாக இருக்கத் தயார். நிகர்நிலைப் பல்கலைகளின் செயல்களை தடுக்க தயாராக இருக்கிறோம்.பீட்டர்: சுப்ரீம் கோர்ட் வழக்கில், நீங்களாகவே (தமிழக அரசு) அதில் உட்படுத்திக்கொண்டு மனு தாக்கல் செய்து, மாணவர்களின் எதிர்காலம் பாதிக்காத வகையில் முயற்சி எடுக்க வேண்டும். நிகர்நிலைப் பல்கலைகள், வரைமுறை இல்லாமல் அதிக மாணவர்களை சேர்க்கின்றன. இவற்றின் முகமூடிகளை கிழிக்க வேண்டும்.


அமைச்சர் பொன்முடி: நிகர்நிலைப் பல்கலை விவகாரத்தை பொருத்தவரை, மாநில அரசிடம் என்.ஓ.சி., கூட வாங்கத் தேவையில்லை என்று கூறுகின்றனர். இதுபோன்ற நிலையில், மத்திய, மாநில அரசுகள் சேர்ந்து தான் இப்பிரச்னைக்கு தீர்வு காண வேண்டும்.பீட்டர்: நுழைவுத்தேர்வு ரத்து காரணமாக, அதிகமான கிராமப்புற மாணவர்கள் பொறியியல் படிப்பில் சேர்கின்றனர். இந்த மாணவர்கள் வேலை வாய்ப்பு பெற அரசு என்ன திட்டம் வைத்துள்ளது?'ஆங்கிலத்தை கையாளும் திறன் இல்லாததால், ஐ.டி., மற்றும் பன்னாட்டு தொழில் நிறுவனங்களில் வேலை வாய்ப்பை பெற முடியாத நிலையில் தமிழக மாணவர்கள் இருக்கின்றனர்' என, சமீபத்தில் அமைச்சர் பூங்கோதை தெரிவித்துள்ளார்.


மாணவர்களின் ஆங்கிலத் திறனை வளர்க்க நடவடிக்கை எடுக்க வேண்டும்.தொழிற்கல்வி படிப்பில் சேர்வதற்கு 55 மதிப்பெண்கள் பெற்றிருக்க வேண்டும் என வரையறுக்கப்பட்டுள்ளது.  54 மதிப்பெண்கள் எடுத்தால் கூட, 'சீட்' கிடையாது என்ற நிலை இருக்கிறது. இதனால், ஏராளமான மாணவர்கள் பாதிக்கப்படுகின்றனர். எனவே, குறைந்தபட்ச மதிப்பெண் 55 என்பதை 50 ஆக குறைக்க வேண்டும்.இவ்வாறு விவாதம் நடந்தது.

சென்னை:'தனியார் கல்லூரி நிறுவனங்கள் வசம் 4,000 ஏக்கர் அரசு நிலம் ஆக்கிரமிப்பில் உள்ளது. அவற்றை மீட்க அரசு நடவடிக்கை எடுக்கும்' என, அமைச்சர் பெரியசாமி உறுதி தெரிவித்தார்.


சட்டசபையில் வருவாய்த் துறை மற்றும் வீட்டுவசதித் துறை மானியக் கோரிக்கை மீது அமைச்சர் பெரியசாமி பதிலுரையின் போது நடந்த விவாதம்:அமைச்சர் பெரியசாமி: எந்த ஆட்சியிலும் இல்லாதவாறு நிலமில்லா ஏழைகளுக்கு தி.மு.க., ஆட்சியில் நிலம் வழங்கப்பட்டுள்ளது.


ஓ.பன்னீர்செல்வம் - அ.தி.மு.க: அ.தி.மு.க., ஆட்சியில், 2001-2006 வரை 31 ஆயிரத்து 840 ஏக்கர் நிலம் ஏழைகளுக்கு வழங்கப் பட்டுள்ளது.


பாலபாரதி - மார்க்சிஸ்ட்: கேரள மாநிலத்தில், 1957ல் இ.எம்.எஸ்.நம்பூதிரிபாடு முதன்முதலில் நிலச்சீர்திருத்தத்தை கொண்டு வந்தார்.


அமைச்சர் பெரியசாமி: தமிழ்நாடு வீட்டுவசதி வாரிய வீடுகளில், இறுதி விலை நிர்ணயம் செய்யப்பட்ட மூன்று லட்சத்து 8,524 வீடுகளில் இரண்டு லட்சத்து 57 ஆயிரத்து 451 வீடுகளுக்கு பத்திரம் வழங்கப்பட்டுள்ளது. இறுதி விலை நிர்ணயம் செய்யப்படாததால், 51 ஆயிரத்து 73 வீடுகளுக் கும், மாதத்தவணை கட்டத் தவறிய 44 ஆயிரத்து 304 வீடுகளுக்கும் பத்திரம் வழங்கப்படவில்லை.விவசாயிகளின் வீட்டுக் கடன்கள் தள்ளுபடி செய்யப்பட்டுள்ளன.


வீட்டுவசதி வாரிய வீட்டு கடன்கள் குறித்து ஆராய அமைக்கப்பட்ட கமிட்டி, 90 கோடி ரூபாயை தள்ளுபடி செய்ய பரிந்துரை செய்துள்ளது. புறம்போக்கு நிலங்களில் குடியிருப்போரில், இரண்டே கால் லட்சம் பேருக்கு பட்டா வழங்கப்பட்டுள்ளது.தனியார் கல்லூரி நிறுவனங்கள் வசம் 4,000 ஏக்கர் அரசு நிலம் ஆக்கிரமிப்பில் உள்ளது. அவற்றை மீட்க அரசு நடவடிக்கை எடுக்கும். வருவாய்த் துறையில் முறைகேடாக நடந்து கொண்டவர்கள் மீது காவல்துறை நடவடிக்கை எடுத்துள்ளது. தலையாரிகளுக்கு பதவி உயர்வில் 10 சதவீத ஒதுக்கீடு வழங்கப்படும்

சட்டசபையில், உயர்கல்வித் துறை மானியக் கோரிக்கை மீதான விவாதத்தில் பீட்டர் அல்போன்ஸ் பேசியதாவது:கர்நாடகாவில் 10ம் வகுப்பு வரையிலும், குஜராத்தில் எட்டாம் வகுப்பு வரையிலும், கேரளாவில் பிளஸ் 2 வரையிலும் இலவச கல்வி வழங் கப்படுகிறது. மேற்கு வங்கத்தில் நான்காம் வகுப்பு வரை தான் இலவச கல்வி வழங்கப்படுகிறது.

பீட்டர்: உயர்கல்வித் துறையில் கட்டுமானப் பணிகளுக்காக மட்டும் இந்த ஆட்சியில் இதுவரை 426 கோடி ரூபாய் ஒதுக்கீடு செய்யப்பட்டு பணிகள் நடந்து வருகின்றன.

சிவபுண்ணியம்: சுதந்திரம் பெற்ற காலத்தில் இருந்து, கல்விக்காக மட்டும் 6 சதவீதம் பட்ஜெட்டில் ஒதுக்க வேண்டும் என்று வலியுறுத்தப்பட்டு வருகிறது. காங்கிரஸ் ஆளும் மாநிலங்களில் இலவச கல்வி எதுவரை வழங்கப்படுகிறது என்பதை முதலில் உறுப்பினர் கூற வேண்டும்.

பீட்டர்: மிகக் குறைவான வகுப்புகளுக்கு இலவச கல்வி வழங்கும் மாநிலங்களைப் பற்றித் தான் குறிப்பிடப்பட்டுள்ளது. அதில், மற்ற மாநிலங்களைப் பற்றி தகவல் இல்லை.(உறுப்பினர் இப்படி கூறியதும், கம்யூனிஸ்ட் உறுப்பினர்கள், 'குபீர்' என சிரித்தனர்.)

Deemed universities: TN to back Centre’s action

CHENNAI: Higher Education Minister K Ponmudy on Thursday told the State Assembly that the Tamil Nadu government would support any action by the Centre on the deemed universities issue.

 

Responding to a question of Congress Whip Peter Alphonse as to whether the government would take action against the deemed universities that admit students in excess of their limits without matching infrastructure facilities, the minister said as of now, the subject, education, was on the concurrent list. “If you can help bring education to the State list, we will take immediate action against the erring deemed universities.’’

 

Expressing serious concern over the future of students studying in the deemed universities, Alphonse wanted to know what measures the government intended to take to safeguard their interests. He urged the State government to implead itself in the case pending before the Supreme Court to dispose it of expeditiously.

 

Ponmudy said the State was prepared to absorb students into the Anna university-affiliated engineering colleges if required.

 

The Centre had blacklisted 44 deemed universities based on the PN Tandon committee report, which found them unworthy of the status.

 

Ponmudy said the government had introduced choice based credit system for the Under Graduate Courses in Arts and Science Colleges under which students should compulsorily study Tamil as one of the subjects.

 

This would ensure that no student in the State would complete a UG course without studying Tamil, he said and hailed it as an achievement of the government.

Colleges allowed to run as per existing norms

CHENNAI: The Madras High Court on Friday permitted members of the Consortium of Self-Financing Arts and Science Colleges in Tamil Nadu to function as per the existing norms during the 2010-11 academic year.

 

Justice KN Basha, who granted the permission while passing orders on the writ petitions from the association and others, made it clear that for 2010-11, there would be an order of statusquo as on date in respect of the functioning of the petitioner institutions in all the writ petitions.

 

The petitions sought to quash the records of the All India Council for Technical Education (AICTE) in respect of the revised approval process contained in the AICTE Approval Process Hand Book published on January 9, 2010 and the consequential order dated February 1, 2010 of the Southern Region of the AICTE insofar as it related to the existing technical institutions and consequently to direct the AICTE and the Higher Education and the Technical Education joint secretaries at the Centre to consider extension of approval for the existing technical institutions in terms of the regulations now in force.

 

Advocate R Natarajan submitted that the revised procedure did not appear to be an amendment to the regulations or a fresh set of regulations framed by the AICTE under Section 23 of the AICTE Act. It also appeared that such a procedure, which was covered by the hand book, had not been published in the gazette as required under the Act to make it effective.

 

That apart, the provisions contained in the hand book dealt with the approval process for grant of extension for the existing technical institutions and sought to impose new and onerous conditions, which were impossible of compliance within the time frame stipulated.

 

It was also questionable as to whether the new conditions could be imposed for the existing approved institutions.

 

Since the authorities concerned had required all the existing institutions to upload the information from the prescribed web portal by February 28, 2010, following the new revised procedures as a condition precedent for processing the applications for approval, its compliance was impossible, he contended.

சென்னை :ஏ.ஐ.சி.டி.இ.,யின் புதிய விதிமுறைகள் தொடர்பான வழக்கு நிலுவையில் இருப்பதால், 300க்கும் மேற்பட்ட பொறியியல் கல்லூரிகளுக்கு ஏ.ஐ.சி.டி.இ., இந்த ஆண்டிற்கான மாணவர் சேர்க்கைக்கு அனுமதி வழங்கவில்லை. அக்கல்லூரிகளில் ஆய்வுப் பணிகள் கூட மேற்கொள்ளவில்லை. இதனால், அக்கல்லூரிகளில் இந்த ஆண்டு மாணவர் சேர்க்கை சிக்கலாகி உள்ளது.


தமிழகத்தில் தற்போது 446 பொறியியல் கல்லூரிகளில், ஒரு லட்சத்து 70 ஆயிரத்து 870 பி.இ., - பி.டெக்., இடங்கள் உள்ளன. ஒன்பது ஆர்கிடெக்ட் கல்லூரிகளில் 620 பி.ஆர்க்., இடங்கள் உள்ளன. இவற்றில், ஒரு லட்சத்து 7,850 பி.இ., - பி.டெக்., இடங்களும், 415 பி.ஆர்க்., இடங்களும் மாநில அரசு ஒதுக்கீட்டில் நிரப்பப்படுகின்றன.பொறியியல் கல்லூரிகள் மாணவர் சேர்க்கையை நடத்த, அகில இந்திய தொழில்நுட்ப கவுன்சிலின் (ஏ.ஐ.சி.டி.இ.,) அனுமதி பெற வேண்டும். கல்லூரியில் உள்ள அடிப்படை கட்டமைப்பு வசதிகள், ஆசிரியர்கள், ஆய்வுக்கூடம், நூலகம் ஆகிய வசதிகளை ஏ.ஐ.சி.டி.இ., ஆய்வு செய்து அனுமதி வழங்கும்.இந்த அனுமதி, ஆண்டுதோறும் வழங்கப்படுகிறது. பல ஆண்டுகளாக செயல்படும் பொறியியல் கல்லூரிகளுக்கு இரண்டு, மூன்று ஆண்டுகளுக்கு மாணவர் சேர்க்கை அனுமதி வழங்கப்படுகிறது.


இதன் பிறகு, கல்லூரிகள் அண்ணா பல்கலைக் கழகத்தில் இணைப்பு பெற்று, மாணவர் சேர்க்கையை நடத்துகின்றன.பொறியியல் கல்லூரிகளுக்கு அனுமதி வழங்க, இந்த ஆண்டு முதல் ஏ.ஐ.சி.டி.இ., புதிய நடைமுறைகளை உருவாக்கியுள்ளது. அதன்படி, பொறியியல் கல்லூரிகள் தங்களைப் பற்றிய முழு தகவல்களையும் இணையதளத்தில் தெரிவிக்க வேண்டும். மற்ற மாநிலங்களில் உள்ள பொறியியல் கல்லூரிகள் இதை ஏற்றுக்கொண்ட போதும், தமிழக கல்லூரிகள் சென்னை ஐகோர்ட்டில் வழக்கு தொடர்ந்தன.வழக்கு நிலுவையில் இருப்பதால், தமிழகத்தில் இந்த ஆண்டு புதிதாக பொறியியல் கல்லூரிகள் துவங்க வந்த விண்ணப்பங்களை, ஏ.ஐ.சி.டி.இ., தாமதமாகவே பரிசீலித்தது. மற்ற மாநிலங்களில் புது கல்லூரிகளுக்கு அனுமதி வழங்கிவிட்ட நிலையில், தமிழகத்தில் தற்போது தான் பரிசீலனை நடந்து வருகிறது.ஏற்கனவே செயல்பட்டு வரும் 300க்கும் மேற்பட்ட தனியார் பொறியியல் கல்லூரிகள், இந்த ஆண்டு மாணவர் சேர்க்கையை நடத்த ஏ.ஐ.சி.டி.இ.,யில் அனுமதி பெற வேண்டியுள்ளது.


இந்த அனுமதி கிடைத்த பிறகே, பல்கலைக் கழக இணைப்பு பெற்று மாணவர் சேர்க்கையை நடத்த முடியும்.வழக்கு நிலுவையில் இருப்பதால், ஏ.ஐ.சி.டி.இ., பழைய கல்லூரிகளில் மாணவர் சேர்க்கைக்கு இன்னும் அனுமதி வழங்கவில்லை; அனுமதி வழங்குவதற்கான ஆய்வுப் பணிகளையும் துவக்கவில்லை. வரும் 28ம் தேதி கவுன்சிலிங் துவங்கவுள்ள நிலையில், இக்கல்லூரிகளில் மாணவர் சேர்க்கையை நடத்துவதில் சிக்கல் ஏற்பட்டுள்ளது.ஏ.ஐ.சி.டி.இ., அனுமதி இல்லாமல், அண்ணா பல்கலைக் கழகம் இணைப்பு வழங்க முடியாது. தற்காலிக இணைப்பு வழங்கினாலும், ஏ.ஐ.சி.டி.இ., அனுமதி இல்லாமல் மாணவர் சேர்க்கையை நடத்த முடியாது. இதனால், இந்த ஆண்டு பொறியியல் கவுன்சிலிங்கில் புது கல்லூரிகள் இடம்பெறுமா என்ற கேள்வியுடன், தற்போது ஏற்கனவே உள்ள 300க்கும் மேற்பட்ட பொறியியல் கல்லூரிகளும் கவுன்சிலிங்கில் இடம்பெறுமா என்ற கேள்வி எழுந்துள்ளது.


இதனால், சமீபத்தில் நடந்த தனியார் பொறியியல் கல்லூரிகளின் நிர்வாகிகள் கூட்டத்தில், கோர்ட் வழக்கை வாபஸ் பெற்றால், தமிழக அரசு ஏ.ஐ.சி.டி.இ.,யுடன் இப்பிரச்னை குறித்து பேசும் என உயர்கல்வித் துறை அமைச்சர் பொன்முடி தெரிவித்தார். ஆனால், வழக்கை வாபஸ் பெற தனியார் கல்லூரிகள் தயாராக இல்லை.பிரச்னையின் தீவிரத்தை உணராமல், மாணவர்களின் எதிர்காலத்தை நிர்ணயிக்கும் முக்கியமான இந்த விஷயத்தில் உயர்கல்வித் துறை அலட்சியமாக இருந்து வருகிறது. உடனடியாக உரிய நடவடிக்கை எடுத்தால் தான், இந்த ஆண்டு பொறியியல் கவுன்சிலிங்கே நடக்கும் நிலை உள்ளது.


ஏ.ஐ.சி.டி.இ., ஏன் ஆய்வு நடத்தவில்லை?பொறியியல் கல்லூரியில் குறிப்பிட்ட பாடப்பிரிவைத் துவங்க, குறிப்பிட்ட அளவு இடம், ஆசிரியர்கள், ஆய்வுக்கூடம், இதர வசதிகள் வேண்டுமென விதிமுறைகள் உள்ளன. ஊழல் புகாரில் சிக்கி, சி.பி.ஐ., அதிகாரிகளால் கைது செய்யப்பட்ட ஏ.ஐ.சி.டி.இ., அதிகாரிகள் இருந்த காலத்தில், பல கல்லூரிகள் அனுமதி பெற்றன.ஏ.ஐ.சி.டி.இ.,க்கு பொறுப்பேற்ற புதிய நிர்வாகம், பொறியியல் கல்லூரி அனுமதி நடைமுறைகளில் மாற்றங்களை கொண்டு வந்தது. இந்த புதிய நடைமுறைகளை எதிர்த்து, தமிழக தனியார் பொறியியல் கல்லூரிகள் வழக்கு தொடர்ந்தன. இவ்வழக்கில், புதிய நடைமுறைகளை அமல்படுத்த ஐகோர்ட் இடைக்கால தடை விதித்தது. இதை எதிர்த்து ஏ.ஐ.சி.டி.இ., ஐகோர்ட்டில் மனு தாக்கல் செய்தது. தற்போதைய நிலையே நீடிக்க கோர்ட் உத்தரவிட்டது.தமிழக பொறியியல் கல்லூரிகளில் எந்த விதிமுறைகளின் அடிப்படையில் ஆய்வு செய்வது என்பதில் ஏற்பட்ட குழப்பத்தால், ஆய்வுப் பணியை ஏ.ஐ.சி.டி.இ., மேற்கொள்ளாமல் உள்ளது. ஆய்வு நடத்தப்படாததால், இந்த ஆண்டு மாணவர் சேர்க்கையை நடத்த 300க்கும் மேற்பட்ட கல்லூரிகளுக்கு அனுமதி வழங்கவில்லை. ஏ.ஐ.சி.டி.இ., மற்றும் தனியார் பொறியியல் கல்லூரிகள் இரு தரப்பும் சுமூக முடிவிற்கு வந்தால் மட்டுமே இப்பிரச்னையில் தீர்வு ஏற்படும்

அடுத்த சம்பவம் எமில் அவர்கள் FMPBயை விட்டுவிலகி விஷ்வவாணியில் சேர்ந்தபின் சொந்த வாழ்க்கையில் தான்பெற்ற மகள் படிப்பின் விஷயமாக பெரிய சோதனையை சந்திக்க நேர்ந்தது. மகள் தன் படிப்பில் நல்ல மார்க்குடன் வெற்றி பெற்ற நேரம் அது. அவள் தான் ஒரு இன்ஜினியர் பட்டதாரியாக படிக்க விருப்பம்கொண்டார். அந்தநாளில் சகோ.DGS.தினகரன் அவர்களின் பிரசங்கத்தை ஹிந்தியில் மொழிபெயர்ப்புடன் தயாரித்து வடஇந்தியா முழுவதும் எமில் அவர்கள் கேட்கசெய்தார்.

வானொலியில் செய்தியை முதன்முதல் மொழிபெயர்ப்பில்தயாரித்து வெளியிட்ட சிறப்பு எமிலையே சேரும். இதன்மூலம் சகோ.தினகரன் வடஇந்தியா முழுவதும் அறியப்பட்டார். இதன்பிறகுதான் வடஇந்திய வாசல் அவருக்கு திறக்கப்பட்டது. ஆகவே அந்த பழக்கத்தில் சகோ.தினகரனிடம் தன் மகளுக்கு காருண்யாவில்படிக்க ஒரு சீட் கேட்டார். அவரும் தருவதாக வாக்களித்தார், ஆனால் டொனேஷன் கொடுத்தால்தான் சீட் கிடைக்கும் என்று காருண்யா கல்லூரி அறிவித்துவிட்டது. மகள் பெரிய எதிர்ப்பார்ப்புடன் காருண்யாவில் இடம் கிடைக்கும் என்று தன் சிநேகிதிகளுகெல்லாம் அறிவித்து ஆவலுடன் காத்திருந்த அவளுக்கு காருண்யாவில் பணம் கொடுக்காமல் இடமில்லை என்று கல்லூரி பொறுப்பாளர் நேரில் அவர்களுடன் அறிவித்தபின் மகள் மனம்நொடிந்து மனநிலை பாதிக்குமளவு சேர்ந்துப்போனாள். ஒரு மிஷனரி ஊழியக்காரரின் மகளுக்கு அதுவும் தன் ஊழியத்துக்கு பெரியளவில் உதவிசெய்தவரின் மகளுக்கு காருண்யாவில் ஒரு சீட் கொடுக்க மிஷனரி பணிசெய்யும் சகோ.எமிலிடம் பணம் கேட்ட செய்தி அனைத்து விசுவாசிகளுக்கும், ஊழியர்களுக்கும் சகோ.தினகரன்மேல் பெரும் வெறுப்பை உண்டாக்கியது.

நடந்து முடிந்த சட்டமன்ற கூட் டத்தொடரில், சென்னை அண்ணா பல்கலைக் கழகத்தை ஒருமைப் பல்கலைக்கழகமாக மாற்றி அமைக் கும் சட்டத்தை கொண்டு வந்து நிறைவேற்றினார் உயர் கல்வி அமைச்சர் பொன்முடி. இதன் மூலம் சென்னை அண்ணா பல்கலைக்கழகத்தின் இணைப்புக் கல்லூரி களை தனியாகப் பிரித்து சென்னை அண்ணா தொழில் நுட்ப பல்கலைக்கழகம் என புதிதாக ஒரு பல்கலைக் கழகத்தை சென்னை தரமணியில் உருவாக்குகிறது அரசு.

இந்த புதிய சட்டம் மாணவர்களிடம் சர்ச்சையை உருவாக்கியிருக்கும் நிலையில், இந்திய கம்யூனிஸ்டின் மாணவர் அமைப்பான இந்திய மாணவர் பெருமன்றத் தின் நிர்வாக கமிட்டி உறுப்பினர் திரு மலை,’’""இந்தியாவின் தலைசிறந்த பல்கலைக் கழகமான சென்னை அண்ணா பல்கலைக்கழகம், பொறியியல் கல்வியில் சர்வதேச அளவில் பெருமை கொண்டது. இப்பல்கலைக்கழகத்தில் அரசு மற்றும் அரசு அங்கீகாரம் பெற்ற தனியார் பொறியியல் கல்லூரிகள் அனைத்தும் உறுப்பு கல்லூரிகளாக இருக்கின்றன. இதிலிருந்து வருஷத்திற்கு சுமார் 25 ஆயிரம் மாணவ-மாணவியர் கள் படித்துவிட்டு வெளியே வருகிறார் கள். இவர்கள் அனைவருக்கும் சென்னை அண்ணா பல்கலைக் கழகம் என்கிற சான்றிதழ் கொடுக்கப் படும்.

ஒரு மாணவன் திறமை யுள்ளவன் என்பதை நிரூபிக்க இந்த சான்றிதழே போதும். அண்ணா பல்கலைக் கழகத்தை ஒருமைப் பல்கலைக் கழகமாக மாற்றி, அதன் உறுப்புக் கல்லூரிகளை தனியாக பிரித்து அதற்காக சென்னை அண்ணா தொழில்நுட்ப பல்கலைக்கழகம் என்று புதிதாக உருவாக்குவதன் மூலம் மாணவனின் சான்றிதழ் தகுதி பல வீனமாகிவிடுகிறது. அதாவது, அண்ணா பல்கலைக்கழகத்தில் உறுப்பு கல்லூரி களாக இருக்கும் கிண்டி பொறியியல் கல்லூரி, எம்.ஐ.டி., ஏ.சி. டெக் மற்றும் ஆர்க்கிடெக் கல்லூரிகளைத் தவிர மற்ற பொறியியல் கல்லூரிகள் அனைத்தையும் சென்னை அண்ணா பல்கலைக்கழகத்திலிருந்து பிரித்து புதிதாக உருவாகும் அண்ணா தொழில்நுட்ப பல்கலைக்கழகத் தோடு இணைத்துவிடுகிறார்கள். 

இதனால் இந்த கல்லூரிகளில் படித்து முடித்து வெளியே வரும் மாணவ- மாணவியர்களுக்கு இனி அண்ணா பல்கலைக் கழகத் தின் சான்றிதழ் வழங்கப் படாது, மாறாக அண்ணா தொழில்நுட்ப பல்கலைக்கழகம் என்றே சான்றிதழ் கிடைக்கும். உயர்கல்விக்காக அல்லது வேலைக்காக மேலை நாடுகளுக்கு செல்லும் மாணவர்களுக்கு இது தடையை ஏற்படுத்தலாம். அதனால் மாணவர்களின் தகுதியை குறைக்கும் இந்த புதிய சட்டத்தை திரும்ப பெறுவது அவசியம். இது குறித்து அரசின் கவனத் திற்கு கொண்டு போக முடிவு செய்திருக்கிறோம்'' என்கிறார்.

இந்த மாற்றம் குறித்து உயர்கல்வித் துறை வட்டாரங் களில்விசாரித்த போது,’""அண்ணா பல்கலைக் கழகத்தை ஒருமைப் பல் கலைக்கழகமாக மாற்றி அமைக்கப்பட்டதின் பின் புலமாக இருந்தவர்கள் அண்ணா பல்கலைக் கழகத்தின் முன்னாள் துணை வேந்தர்களான அனந்தகிருஷ்ணன், குழந்தைசாமி ஆகியோர்தான்''’என்கிறார்கள்.

இந்நிலையில், அனந்தகிருஷ்ணனை தொடர்பு கொண்டு இப்பிரச்சினை குறித்து பேசிய போது,’’""பொறியியல் தொழில்நுட்பம் மற்றும் அதன் சார்ந்த அறிவியல்துறைகளில் உயர்கல்வி பட்டப்படிப்பு கள் வழங்குவதுடன் பல்வேறு ஆராய்ச்சிகளையும் மேற்கொள்கிறது அண்ணா பல்கலைக்கழகம். இப்பல் கலைக் கழகத்தோடு இணைந்துள்ள அரசு மற்றும் தனி யார் பொறியியல் கல்லூரிகளுக்கான மாணவர் சேர்க்கை, தேர்வுகள், கல்லூரிகளில் ஆய்வு மேற்கொள் ளுதல் போன்ற பல்வேறு பணிச்சுமைகள் அதிகரித்த தால் கற்பித்தல் பணியும் ஆராய்ச்சி பணிகளும் முழு வீச்சில் நடைபெறவில்லை. அசுர வேகத்தில் வளர்ந்து கொண்டிருக்கும் அறிவியல் வளர்ச்சிக்கேற்ப பொறி யியல் கண்டுபிடிப்புகளிலும், ஆராய்ச்சிகளிலும் அண்ணா பல்கலைக்கழகமும் வளர்ச்சி அடைந்திருக்க வேண்டும். ஆனால் அது நடக்கவில்லை. காரணம் பல்கலைக்கழகத்திற்கான நிர்வாகச் சுமைகள்தான். அதனால்தான் முதல்வரை சந்தித்து இந்த பல்கலைக் கழகத்தை ஒருமைப் பல்கலைக்கழகமாக மாற்றினால் தான் ஆராய்ச்சிப்பணிகளில் அண்ணாபல்கலைக்கழகம் கடந்த காலங்களைப்போல வளர்ச்சியடைய முடியும் என்று வலியுறுத்தினோம். 

மாணவர்களின் தகுதி என்பது சொந்த முயற்சி யாக இருக்க வேண்டும். பல்கலைக் கழகத்தை சார்ந்து இருக்கக்கூடாது. அவர்களின் திறமையும் ஆற்றலும் தான் பெருமைகொள்ள பேசப்பட வேண்டுமே ஒழிய அந்த மாணவன் சார்ந்த கல்லூரி மூலம் இருக்கக் கூடாது. ஒரு மாணவனுக்கு திறமையும் ஆற்றலும் இருக்குமேயானால் அண்ணா தொழில் நுட்ப கல்லூரி மூலமும் அவனுக்கு பெருமை கிடைக்கும். அண்ணா பல்கலைக் கழகத்தில் இனி ஆராய்ச்சி பணிகள் முழு வீச்சில் நடக்கும். அதேசமயம் சிலபல வழிகளில் பணம் வரும் பாதை அடைக்கப்பட்டு விட்டதால் எழுந்த அதிர்ச்சியில் சிலர் இப் படி புரளி கிளப்புகிறார்கள், அவ்வளவு தான்'' என்கிறார்.

மாணவர்களின் பிரச்சினைக்காக தேசிய அளவில் போராடும் அகில பாரத வித்யார்த்தி பரிஷத்தின் அமைப்பு செயலாளர் சந்தீப்,’’""நிர் வாகச் சுமைகளால்தான் ஆராய்ச்சிப் பணிகள் தடைபடுவதாக சொல்வது ஏற்புடையதாகத் தெரியவில்லை. காரணம், நிர்வாக பணிச் சுமைகள் அதிகமிருப் பதைக் காட்டித்தான் அண்ணா பல் கலைக் கழகத்தை 2007-ல் சென்னை அண்ணா, திருச்சிஅண்ணா, கோவை அண்ணா என்று பிரித்தார்கள். அப்படிப் பட்ட நிலையில் ஆராய்ச் சிப்பணிகள் வளர்ச்சி யடைந்திருக்க வேண்டும். ஆனால் இல்லையே? மாறாக கரப்ஷன்தான் அதிகரித்தது. பிரிப்பதினால் ஆராய்ச்சிகள் அதிகரிக்கும், புதிய கண்டுபிடிப்புகள் பெரு கும் என்பதிலெல்லாம் நம்பிக்கையில்லை. மொத்தத்தில் இந்த பிரிப்பு வேலைகளால் மாணவர்களின் தகுதி எதிர்காலம் பாதிக்கப்படும்''’’என்கிறார்.

இதுகுறித்து முதல்வர்தான் இறுதி முடிவு எடுக்க வேண்டும் என்கிற எதிர்பார்ப் பே மாணவர்களிடத்தில் எதிரொலிக்கிறது

HC raps private university over encroachment

Chennai: Flaying a Vellorebased private university for encroaching on poromboke lands and putting up concrete structures in violation of conditions laid down by the authorities,the Madras high court has refused to stay the government move to take back the land.
Justice K Chandru,dismissing a writ petition filed b G Viswanathan,chancellor /managing trustee of Vellore Institute of Technology (VIT),said: The petitioner cannot squat over government property and when asked to return those lands,cannot resist it by filing a writ petition.There is no fundamental right to squat over such properties and they cannot be allowed to raise objections on such technical grounds. 
Expressing shock at the construction of permanent structures on the land,the judge said,A person who comes to court should come with clean hands.It is not for this court to show any indulgence when such persons misused the permission given by the government,and have encroached a larger extent of land. The government assigned lands to the extent of 98.8 acres to the university in 2001.Some more lands in Katpadi and Kangayanallur villages were given to the university on a condition that they maintain the water channel there.In August 2009,a show-cause notice was issued to the college,stating that it had breached the conditions of land allotment.Instead of constructing concrete revetment to the channels for free flow of water,the university constructed water treatment plant,power room,well,windmill,septic tank,generator room,womens hostel,helipad,playground,etc,the notice said.Citing these violations,the notice wanted the university to vacate the land and demolish the buildings.Assailing the notice,the university contended that it had replied to an earlier notice from the authorities,who issued the impugned notice under the Land Encroachment Act without following the provisions of law.The university said the notice was illegal and denied that it had obstructed free flow of water in the channel.Justice Chandru said the original government order asked the university not to put up any structure on certain survey numbers and to maintain them as water source,so that water can freely flow to the lake.As per the original file produced,the petitioner (VIT) had put up constructions even on lands which are to be maintained as odai and water channels, he said,adding that the court would not use its discretionary power in favour of a person who had no ownership over the property in question.timeschennai@timesgroup.com

நிகர்நிலைப் பல்கலையில் நடப்பது என்ன?

இந்தியாவில் இயங்கிவரும் 126 நிகர்நிலைப் பல்கலைக்கழகங்களின் செயல்பாடுகள் குறித்து ஆய்வுசெய்ய மத்திய அரசின் மனித வள மேம்பாட்டுத்துறை அமைச்சகம், பி.கே.டாண்டன் தலைமையிலான நால்வர் கமிட்டியை அமைத்தது. அக்கமிட்டி, தனது பரிந்துரைகளை அரசிடம் கடந்த அக்டோபர் மாதம் தந்தது. அதன் பரிந்துரைப்படி தமிழகத்தில் உள்ள 17 நிகர்நிலைப் பல்கலை உட்பட, நாடு முழுவதும் உள்ள 44 நிகர்நிலைப் பல்கலைக்கழகங்களின் அங்கீகாரத்தை ரத்து செய்வது என்று மனித வள மேம்பாட்டுத்துறை அமைச்சகம் முடிவு செய்தது. 

இதுகுறித்த வழக்கில், உச்சநீதி மன்றம் ஜனவரி 25ம் தேதி அளித்த தீர்ப்பில், அங்கீகாரம் ரத்து செய்யப்பட்ட பல்கலைக்கழகங்களின் கூற்றை இவ்வழக்கில் நீதிமன்றம் கேட்க வேண்டியிருப்பதாலும், டாண்டன் கமிட்டியின் முழுமையான அறிக்கையை அமைச்சகம் நீதிமன்றத்தில் தாக்கல் செய்து, அதன் மீது நீதிமன்றம் முடிவு எடுக்கவும் கால அவகாசம் தேவைப்படுவதாலும் அடுத்த மார்ச் மாதம் 8ம் தேதி வரை அமைச்சகத்தின் முடிவை நிறுத்தி வைக்கும்படி கூறியுள்ளது. அந்தப் பல்கலைக்கழகங்களில் பயிலும் 2 லட்சம் மாணவர்களின் எதிர்காலம் குறித்த கவலையே நீதிமன்றம் இவ்வாறான தீர்ப்பை வெளியிட காரணமாக அமைந்தது.

டாண்டன் கமிட்டியின் அறிக்கைப்படி, தரத்தைப் பொறுத்து நிகர்நிலைப் பல்கலைக்கழகங்கள் மூன்று பிரிவுகளாகப் பிரிக்கப்-பட்டுள்ளன. முதல் பிரிவில் வரும் 38 பல்கலைக்கழகங்கள் மிகச்சிறந்த நிறுவனங்கள் என்றும், அவற்றை அப்படியே தொடர அனுமதிக்கலாம் என்றும் கூறப்பட்டுள்ளது. இவற்றில் தமிழகத்தில் சென்னையில் உள்ள கணித நிறுவனம் (விணீtலீமீனீணீtவீநீணீறீ மிஸீstவீtutமீ), கோவையில் உள்ள அம்ரிதா விஸ்வ வித்யாபீத் ஆகிய இரண்டு நிறுவனங்கள் மட்டுமே உள்ளன. இரண்டாவது பிரிவில் வைக்கப்பட்டுள்ள 44 நிறுவனங்கள் சுமாரானவை என கணிக்கப்பட்டுள்ளன. அவை அடுத்த மூன்றாண்டுகளில் தங்களின் தரத்தை உயர்த்திக் கொள்ளாவிட்டால் அவற்றின் அங்கீகாரத்தையும் ரத்து செய்ய வேண்டும் என்று பரிந்துரைக்கப்பட்டுள்ளது. 

மூன்றாவது பிரிவில் வரையறுக்கப்பட்டுள்ள 44 நிறுவனங்களின் செயல்பாடு மோசம் என்று கூறப்பட்டுள்ளது. எனவே இவற்றின் அங்கீகாரத்தை ரத்து செய்யவேண்டும் என்று பரிந்துரைக்கப்பட்டுள்ளது. இந்த நிகர்நிலைப் பல்கலைக்கழகங்கள், தேவைப்படும் கட்டமைப்பு வசதிகளை உருவாக்கவில்லை என்பதும், கல்வித்தகுதி இல்லாத, ஒரே குடும்பத்தைச் சேர்ந்தவர்களால் தவறாக நிர்வகிக்கப்படுகின்றன என்பதும், பல்கலைக்கழக மானியக்குழு வகுத்த எட்டு விதிமுறைகளை மீறி செயல்பட்டுள்ளன’ என்பதும் காரணங்களாகக் கூறப்பட்டுள்ளன. 

குறிப்பாக, நிர்ணயிக்கப்பட்ட எண்ணிக்கைக்கு மேல் மாணவர்களை சேர்த்ததும், அங்கீகரிக்கப்படாத படிப்புகளை வழங்கியதும் தவறான நடவடிக்கைகளாகச் சுட்டிக்காட்டப்பட்டுள்ளன. மேலும், இப்பல்கலைக்கழகங்கள் வெறும் லாப நோக்கத்துடன் மட்டுமே செயல்படுகின்றன என்பதும் சுட்டிக்காட்டப்பட்டுள்ளது.

தமிழகத்தில் அங்கீகாரம் ரத்து செய்யப்பட உள்ள 17 பல்கலைக்கழகங்களில் மத்திய அமைச்சர் ஜெகத்ரட்சகன் நடத்தும் பாரத் பல்கலையும், புதியநீதிக் கட்சித் தலைவர் ஏ.சி.சண்முகம் நடத்தும் டாக்டர் எம்.ஜி.ஆர். நிகர்நிலைப் பல்கலைக்கழகமும், அ.தி.மு.க.வைச் சேர்ந்த தம்பிதுரையின் செயின்ட் பீட்டர்ஸ் பல்கலைக்கழகமும், திராவிடர் கழக தலைவர் கி.வீரமணியின் நிர்வாகத்தில் இயங்கும் பெரியார் மணியம்மை நிகர்நிலைப் பல்கலைக்கழகமும் அடங்கும். 

இலவசக் கல்விக்காகக் குரல் கொடுத்த பெரியாரின் சீடர் நடத்தும் இக்கல்வி நிறுவனம், வணிக நோக்கத்துடன் மாணவர்களை பிழிந்து, கட்டணம் வசூலித்து வருவதாகவும், குடும்பச் சொத்தாக நடத்தப்படுவதாகவும் குற்றம் சுமத்தப்பட்டுள்ளது, விந்தையானது. இவை தவிர மீனாட்சி, வேல்ஸ், செட்டிநாடு, பிரிஸ்ட், கற்பகம், விநாயகா மிஷன், கலசலிங்கம் போன்ற நிகர்நிலைப் பல்கலைக்கழகங்களும் இப்பட்டியலில் வருகின்றன.

Kalai%204.jpg‘மத்திய அரசின் பல்கலைக்கழக மானியக்குழு (யு.ஜி.சி.) தங்களது பல்கலைக்கழகங்களை நேரில் ஆய்வுசெய்து அங்கீகாரம் அளித்துள்ள நிலையில், நேரில் ஆய்வுசெய்யாது சில நிமிடங்கள் தங்களிடம் எடுத்த பேட்டியின் மூலம் மட்டுமே டாண்டன் கமிட்டி அளித்துள்ள பரிந்துரை சரியாக இருக்குமா?’ என்ற கேள்வியை இந்த நிகர்நிலைப் பல்கலைக்கழகங்கள் எழுப்பியுள்ளன. 

‘எந்தக் குறிப்பிட்ட தவறையும் சுட்டிக்காட்டாது இக்கமிட்டி எவ்வாறு இத்தகைய பரிந்துரையை அளிக்கலாம்?’ என்று டாக்டர் எம்.ஜி.ஆர். நிகர்நிலைப் பல்கலைக்கழகத் துணைவேந்தர் பத்மநாபன் கேட்டுள்ளார். ஆனால், அவரே இப் பல்கலைக்கழகங்களில் நிலவும் குறைபாடுகளை ஏற்றுக் கொண்டுள்ளார். அவற்றை நிவர்த்தி செய்ய கால அவகாசம் தரும்படியும் வேண்டுகோள் விடுத்துள்ளார். இந்நிறுவனம் ஒன்றும் புதிதல்லவே! பல ஆண்டுகளாய் செயல்பட்டு வரும் நிறுவனம் தானே! இவ்வளவு காலம் தங்களை திருத்திக் கொள்ளாதவர்கள் தற்போது திருத்திக் கொள்வார்கள் என்பதற்கு என்ன உத்தரவாதம்? யுஜிசி வகுத்துள்ள விதிப்படி தான் நடப்பதாகக் கூறும் இவர்கள், தங்கள் நிறுவனத்தில் பணியாற்றும் ஆசிரியர்களுக்கு யு.ஜி.சி. நிர்ணயித்துள்ள ஊதியத்தை வழங்குகிறார்களா? மாணவர்களிடம் கொள்ளையடிக்கும் கட்டணத்திற்கு ஏற்ற கல்வியையும், வசதிகளையும் இவர்கள் தருகிறார்களா? 

இந்நிறுவனங்களின் தலைவர்கள், தாங்களே தங்களை நிறுவனத்தின் வேந்தர்களாக அறிவித்துக் கொள்கின்றனர். தங்களது மகன்களை துணைவேந்தராகவும், தங்களுக்கு மருமகன்கள் இருந்தால் அவர்களை செயல் வேந்தர்களாகவும் (றிக்ஷீஷீ-சிலீணீஸீநீமீறீறீஷீக்ஷீ) நியமித்துக்கொள்கிறார்கள். கல்வித்துறை சார்ந்தவர்களை இப்பொறுப்புகளில் நியமிக்கவேண்டும் என்று டாண்டன் கமிட்டி கூறுவதில் என்ன தவறு இருக்கிறது?

தமிழக அரசின் உயர்கல்வித்துறை அமைச்சர் பொன்முடி, மனித வள மேம்பாட்டு அமைச்சகத்தின் முடிவை வரவேற்றுள்ளார். அதேநேரத்தில் இந் நிறுவனங்களை மாநில அரசின் கட்டுப்பாட்டின் கீழ் கொண்டு வர வேண்டும் என்ற கோரிக்கையையும் முன்வைத்துள்ளார். இவர்களின் கட்டுப்பாட்டில் வருவதால் மட்டும் இந்நிறுவனங்கள் உருப்பட்டு விடுமா? தமிழகத்தில் மொத்தமுள்ள 354 பொறியியல் கல்லூரிகளில் 333 கல்லூரிகள் தனியார் சுயநிதி கல்லூரிகளாகச் செயல்படுகின்றன. இவை தங்கள் தொகுப்பில் உள்ள இடங்களுக்கு மாணவர்களை தேர்வு செய்கையில், எந்தவித தராதரமும் பார்க்காது, உச்சநீதிமன்ற தீர்ப்பிற்கு எதிராகக் கடுமையான கட்டணங்களை வசூலித்து வருகின்றன. 

கடந்த ஆண்டில் இந்நிறுவனங்களில் தமிழக அரசு நடத்திய அதிரடி சோதனையின் முடிவில், பல கல்லூரிகளுக்கு எதிராக ஆணித்தரமான ஆதாரங்கள் சிக்கியுள்ளன என்று அரசு தரப்பில் கூறப்பட்டது. ஆனால், அந்நிறுவனங்களின் மீது ஏன் நடவடிக்கை எடுக்கப்படவில்லை? என்ற கேள்விக்கு, உயர்கல்வித்துறை அமைச்சர் கூறிய பதில் இதுதான்& ‘‘இச்சோதனைகள் மூலம் இந்நிறுவனங்களிடம் ஒரு பய உணர்வை நாங்கள் உருவாக்கியுள்ளோம். மேலும், மாணவர்களோ, பெற்றோரோ புகார் தர முன்வராத நிலையில் அரசு என்ன செய்ய முடியும்?’ இந்தப் பதிலில் சாக்குப்பைக்குள் இருந்த பூனை வெளியே வந்துவிட்டது. 

எந்தப் புகாரும் இல்லாமல் அரசு இந்த அதிரடி சோதனையில் எப்படி இறங்கியது? பல்வேறு மாணவ அமைப்புகள் இந்நிறுவனங்களின் கட்டாய வசூல் குறித்து அரசிடம் கொடுத்த புகார்கள் என்னவாகின? அவற்றின் மீது அரசு என்ன நடவடிக்கை எடுத்தது? 

Kalai%201.jpg1980களின் பிற்பகுதியில் மத்திய அரசு உயர்கல்வியை வழங்கும் பொறுப்பில் இருந்து தன்னை விடுவித்துக்கொண்டதுதான், இத்தகைய தனியார் மோசடி நிறுவனங்கள¢ உருவாகக் காரணமாக அமைந்தது. ஆரம்ப கல்விக்கான செலவுகளை மட்டும் அரசு கவனித்துக் கொள்வதற்கும், உயர்கல்வியில் தனியார் புகுந்து கொள்ளையடிப்பதற்கும் இக்கொள்கை வழிவகுத்தது. 1990களில் இது மேலும் கடுமையானது. அதுவரை கல்வி நிறுவனங்கள் புனிதமானவையாகக் கருதப்பட்டன. அரசாலும், அறங்காவலர்களாலும் கல்வி நிர்வகிக்கப்பட்டது. அதுவரை பிரச்னையில்லை.

சமூகக் கடமை இல்லாத தனியாரிடம் உயர்கல்வி ஒப்படைக்கப்பட்டதோடு, படிப்படியாக அவர்களுக்கு பல்வேறு சலுகைகளும் தரப்பட்டன. அதன் உச்சகட்டமாக, தங்கள் இஷ்டம்போல கட்டணங்களை வசூலித்துக்கொள்ளவும், விதிகளுக்குப் புறம்பாக அதிக மாணவர்களை சேர்த்துக் கொள்ளவும், புதிய படிப்புகளைத் தொடங்கவும், ஏன்? எதுவேண்டுமானாலும் செய்வதற்கும் வரைமுறை-யற்ற அதிகாரங்கள் கொண்ட நிகர்நிலைப் பல்கலைக்கழகங்கள் உருவாக்கப்பட்டன. லாபம் கொழிக்கும் பொறியியல் கல்லூரிகளில் பெரும்பாலானவை தனியார் கைகளில். 

தற்போது, மனித வள மேம்பாட்டுத்துறை அமைச்சர் கபில்சிபல், நிகர்நிலைப் பல்கலைக்கழகங்கள் தேவைதானா? என்ற கேள்வியை எழுப்பியுள்ளார். அவற்றில் நல்ல பல்கலைக்கழகங்களும் இருப்பதால், ஒட்டுமொத்தமாக நிகர்நிலைப் பல்கலைக்கழகங்கள் என்ற கருத்தை புறம் தள்ளிவிடக் கூடாது என்று சில கல்வியாளர்களே வெளியிடுகின்றனர். ஏற்கெனவே குறிப்பிட்டுள்ளபடி, மொத்தமுள்ள 126 நிகர்நிலைப் பல்கலைக்கழகங்களில் 38 மட்டுமே தேறியுள்ள நிலையில், இக்கருத்தை ஆதரிப்பதற்கில்லை. மாறாக, அரசு கட்டுப்பாட்டின் கீழ் இவை வருவதென்பதும், இவற்றின் சிறந்த மற்றும் விரைவான செயல்பாட்டுக்கு உதவாது. எனவே, இவற்றை சுயாட்சி அதிகாரம் உள்ள பல்கலைக்கழகங்களாக (கிutஷீஸீஷீனீஷீus ஹிஸீவீஸ்மீக்ஷீsவீtவீமீs) மாற்றுவதே உகந்த ஏற்பாடாக இருக்கும். 

பொருளாதாரம் உலகமயமாக்கப்பட்ட பின்னர், நம் நாட்டின் நீதித்துறையும் அதற்கு இரையாகியுள்ளது. சமீபகாலத்தில் நீதித்துறை வழங்கியுள்ள பல்வேறு தீர்ப்புகள் தனியாருக்குச் சாதகமாகவே அமைந்துள்ளன. எனவே நீதிமன்றங்களில் தவறான தீர்ப்புக்கு வழிவகுக்காத வண்ணம் சட்டங்கள் தெளிவாக வரையறுக்கப்பட வேண்டும். அதேநேரத்தில், கல்வி நிறுவனங்களில் அரசின் நேரடித் தலையீடு இல்லாமலும் பார்த்துக் கொள்ள வேண்டும். மிகச்சிறந்த கல்விமான்களும், தலைசிறந்த கல்வியாளர்களும் நிர்வகிக்கக் கூடிய வகையில் கல்விக் கொள்கை உருவாக்கப்பட வேண்டும். மாணவர்களுக்கும், பெற்றோருக்கும் நிர்வாகத்தில் பங்களிக்கப்பட வேண்டும். 

குறிப்பாக இந்நாள், முன்னாள் அரசியல்வாதிகளின் கைகளில் கல்வி நிறுவனங்கள் சிக்கிக் கொள்ளாது பார்த்துக்கொள்ள வேண்டும். மாணவர் சேர்க்கை என்பது தரத்தின் அடிப்படையில் மட்டுமே இருக்க வேண்டும். தகுதியுள்ள ஏழை மாணவர்களுக்கு உயர்கல்வி மறுக்கப்படும் நிலைக்கு முடிவு கட்ட வேண்டும். தகுதி குறைவாகவுள்ள, அதிக கட்டணம் தரத் தயாராக உள்ள மாணவர்களை உயர்கல்வியில் சேர்த்து அவர்களுக்கு இப் பல்கலைக்கழகங்கள் தங்கள் விருப்பம்போல் பட்டங்களை அள்ளி வழங்கும் நிலைக்கு முடிவுகட்ட வேண்டும்.

இவ்வாறு, உயர்கல்வி பயிலும் மாணவர்களை தங்கள் நிறுவனங்களில் வேலைக்கு எடுத்துக் கொள்ளும் முன்னணி நிறுவனங்கள் கல்விக்காகத் தங்கள் லாபத்தில் ஒரு பகுதியை ஒதுக்கவேண்டும் என்ற சட்டத்தை மத்திய அரசு இயற்றவேண்டும். இதுபோன்ற நடவடிக்கைகளின் மூலம் மட்டுமே உயர்கல்வித்துறையை நிஜமாகவே மேம்படுத்த முடியும்.

சோபன் பாபுவைச் சிதைத்த ராகிங்பூதம்!
கோவையில் தொடரும் கொடூரம்:மௌனம் காக்கும் அரசு

கோவையில் கடந்த சில மாதங்களுக்கு முன் ராகிங் செய்ததாக மருத்துவக் கல்லூரி மாணவர்கள் ஆறு பேர் கைது செய்யப்பட்டனர். இந்நிலையில் கோவையில் உள்ள இந்துஸ்தான் பொறியியல் கல்லூரியில் ராகிங் பூதம் இப்போது பூகம்பமாகியிருக்கிறது.

kOVAI%201.jpgராகிங் செய்யப்பட்டு நான்காவது மாடியிலிருந்து சீனியர் மாணவர்களால் கீழே தள்ளிவிடப்பட்ட மாணவன், மூன்று மாதங்கள் கோமாவில் இருந்து கண் விழித்து... வாய் திறந்தபிறகுதான் இந்த விவகாரமே வெளியே வந்திருக்கிறது.

சிவகங்கை மாவட்டம் கூட்டுறவுப்பட்டி கிராமத்தைச் சேர்ந்த தச்சுத் தொழிலாளியான செல்வத்தின் மகன் சோபன்பாபுவுக்குத்தான் இந்தக் கொடுமை நேர்ந்துள்ளது. 

மதுரை விஸ்வநாதபுரத்தில் தனது மாமா வீட்டில் இருந்தபடியே சிகிச்சை பெற்று வரும் சோபன்பாபுவைச் சந்திக்கச் சென்றோம். இரண்டு கால்களும் செயலிழந்த நிலையில் உடம்பெங்கும் காயங்களோடு படுத்துக் கிடந்த சோபன்பாபு, தேம்பித் தேம்பி அழுதபடியே மெல்லிய குரலில் பேச ஆரம்பித்தார்.

‘‘எங்க வீட்ல சில நேரங்களில் சாப்பிட கூட வழி இருக்காது. அப்படி இருந்தும் என்னை இன்ஜினியரா ஆக்கிடணும்னு அப்பாவுக்கு ஆசை. பிளஸ் டூவில் ஆயிரத்து அறுபத்து மூன்று மார்க் எடுத்தேன். அதனால ஸ்காலர்ஷிப்போட மெரிட்ல மெக்கானிக்கல் இன்ஜினியரிங் சீட் கோயம்புத்தூர்ல கிடைச்சது. என்னோடு பள்ளியில படிச்ச எங்க ஊர் பையன் சரவணக்குமாருக்கும் அதே காலேஜுல ஏரோனாட்டிகல் சீட் கிடைச்சது. கடந்த ஆண்டு செப்டம்பர் மாதம் 10&ம் தேதி காலேஜுல சேர்ந்தேன். ஹாஸ்டல்ல ஆறாவது மாடியிலதான் என் ரூம். என்னோட சேர்த்து மொத்தம் என் ரூம்ல எட்டுப் பேர். எல்லாரும் வேற வேற ஊர் பசங்க. 

kOVAI%203.jpgபோன அக்டோபர் மாதம் 19&ம் தேதி தீபாவளி லீவு முடிஞ்சு காலேஜுக்குப் போனேன். அன்னிக்கு காலேஜ் முடிஞ்சபிறகு ஹாஸ்டலுக்கு வந்தேன். தினமும் மாலை ஏழு மணி முதல் ஒன்பது மணி வரை குரூப் ஸ்டடி உண்டு. அதற்காக ரூமில் இருந்து கீழே வந்துக்கிட்டிருந்தேன். அப்போ மூன்றாம் ஆண்டு மாணவர்கள் நான்கு பேர் என்னை மறித்து, தீபாவளி ட்ரீட் கேட்டாங்க. ‘என்னிடம் பணம் இல்லை, வீட்டில் இருந்து பணம் வந்தவுடன் ட்ரீட் வைக்கிறேன்’ன்னு பதில் சொன்னேன். அதற்கு அவர்கள், ‘இருக்கிற பணத்துல இப்ப ட்ரீட் வைடா’ன்னு சொல்லிக்கிட்டே என் பாக்கெட்டுக்குள் கையைவிட்டனர். ஆனால், பணம் இல்லை. இதனால் கடுப்பாகி, அதில் இருந்த இரண்டு பேர் என்னை அடித்து விரட்டினாங்க. அழுதுக்கிட்டே நான் கீழே வந்தபோது, வார்டன் வந்துட்டாரு. அவர்கிட்ட நடந்ததை எல்லாம் சொன்னதும், ‘நாளைக்கு அவங்களை பிரின்சிபால் முன் அடையாளம் காட்டு. நடவடிக்கை எடுக்கலாம்’னு சொல்லிட்டுப் போனார்’’ என நிறுத்திய சோபன்பாபு கொஞ்சம் மூச்சுவிட்டபடி தொடர்ந்தார்.

‘‘ராத்திரி 12 மணி இருக்கும். என் ரூமை யாரோ தட்ற மாதிரி இருந்தது. திறந்தா அந்த நாலு சீனியர் பசங்களும் நின்னுக்கிட்டிருந்தாங்க. ‘எங்களைக் காட்டி கொடுக்க என்ன தைரியம்டா உனக்கு?’ன்னு திட்டிக்கிட்டே என்னை அடிக்க ஆரம்பிச்சாங்க. ஆறாவது மாடியிலேர்ந்து நாலாவது மாடி வரைக்கும் என்னைத் தரதரனு இழுத்துக்கிட்டு வந்தாங்க. அடிதாங்க முடியாம நான் துடிச்சு அழ ஆரம்பிச்சுட்டேன். சத்தம் கேட்டு மத்த ரூம்கள்ல இருந்து பசங்க கதவை படபடன்னு திறந்துக்கிட்டு வெளிய வர ஆரம்பிச்சாங்க. அப்போ ஒரு சீனியர், ‘இவனை விட்டா நாளைக்கு பிரின்சிபால்கிட்ட நம்மளை காட்டிக் கொடுத்துடுவான்டா’ன்னு சொல்ல... மத்த நாலு பேரும் என்னை நாலாவது மாடியிலேர்ந்து டபார்ன்னு தூக்கிக் கீழ போட்டுட்டாங்க. அப்புறம் என்ன நடந்ததுன்னு எனக்கே தெரியலை... கண்ணைத் திறந்து பாத்தப்ப ஆஸ்பத்திரியில இருந்தேன்’’ என்ற சோபன்பாபு, பலமாக அழ ஆரம்பித்தார்.

kOVAI%205.jpgநம்மிடம் பேசிய சோபன்பாபுவின் அம்மா செல்வி, ‘‘அக்டோபர் மாதம் 23&ம் தேதி எங்க ஊர்க்காரப் பையன் சரவணக்குமார், அவங்க வீட்டுக்கு போன் செய்து நடந்ததைச் சொல்லியிருக்கிறான். சரவணக்குமாரின் அப்பா என்னிடம் வந்து, ‘உங்க பையனுக்கு உடம்பு சரியில்லையாம், உடனே போய் என்னன்னு பார்த்துட்டு வாங்க’ன்னு சொன்னார். பதறியடிச்சுக்கிட்டு கோயம்புத்தூர் போய் பார்த்தா, என் புள்ளை குத்துயிருமா குலை உயிருமா சுய நினைவு இல்லாம இருந்தான். காலேஜுல விசாரிச்சப்ப தற்கொலை செய்றதுக்காக மாடியில இருந்து குதிச்சிட்டதாச் சொன்னாங்க. எங்களால நம்ப முடியலை. கோயம்புத்தூர் ஆஸ்பத்திரியிலேர்ந்து மதுரைக்குக் கொண்டு போயிடுங்கன்னு சொல்லிட்டாங்க. அதன் பின் மதுரை வடமலையான் ஆஸ்பத்திரியில சேர்த்தோம். சுயநினைவில்லாமல் இருந்ததால், தொண்டையில ஆபரேஷன் செய்து டியூப் வழியாத்தான் சாப்பாடு கொடுத்தாங்க. நூறு நாளுக்குப் பிறகு இப்பத் தான் கண்ணை தொறந்திருக்கான் என் புள்ளை. கோயம்புத்தூர்ல ஆஸ்பத்திரியில இருந்த வரைக்கும் காலேஜுல இருந்து ஒருத்தர்கூட வந்து பார்க்கல, அப்பதான் ஏதோ விபரீதம் நடந்திருக்குன்னு புரிஞ்சுக்கிட்டோம். 

இவனுக்குப் பிறகு இரண்டு மகன்கள் இருக்காங்க. ஒருத்தன் பிளஸ் ஒன்னும், ஒருத்தன் ஒன்பதாம் வகுப்பும் படிக்கிறாங்க. சோபனுக்கு நடந்த கொடுமையைப் பார்த்து, அவங்களும் நாங்க படிக்கப் போக மாட்டோம்னு சொல்றாங்க’’ என தழுதழுத்தார் செல்வி. 

இது தொடர்பாக கல்லூரி நிர்வாகம் மீது வழக்கு தொடுத்திருக்கும் சென்னை உயர்நீதிமன்றத்தில் வழக்கறிஞர் ஜின்னாவிடம் பேசினோம். ‘‘இந்தச் சம்பவம் குறித்து வழக்கு பதிவு செய்ய காலதாமதம் ஆனதற்குக் காரணம், சோபன்பாபு கிட்டத்தட்ட நூறு நாட்கள் கோமா நிலையில் இருந்ததுதான். அவருக்கு நினைவு திரும்பிய பிறகுதான் உண்மையே தெரிய வந்தது. முதல் கட்டமாக சோபன்பாபுவின் மருத்துவச் செலவுக்கு இடைக்கால உதவித் தொகையாக ஐந்து லட்ச ரூபாய் கல்லூரி நிர்வாகம் தரவேண்டும் என கேட்டு மனு தாக்கல் செய்துள்ளோம். இந்த வழக்கை சி.பி.சி.ஐ.டி.க்கு மாற்றவும் மனு செய்ய உள்ளோம். கல்லூரிகளில் தொடரும் ராகிங் கொடுமையைத் தடுக்க ஓய்வு பெற்ற நீதிபதி ராகவன் தலைமையில் தமிழக அரசு கமிட்டி அமைத்தது. ‘ஒவ்வொரு கல்லூரியிலும் ராகிங் கொடுமையைத் தடுக்க தனிப்படை ஒன்றை அமைத்திட வேண்டும்’ என்பது உள்பட, அந்த கமிட்டி கூறிய எந்தப் பரிந்துரையையும் இதுவரை எந்தக் கல்லூரியும் இதை நடைமுறைப்படுத்தவில்லை. 

ராகிங் கொடுமைகள் நடக்கும் கல்லூரிகளின் அங்கீகாரத்தை ரத்து செய்ய தமிழக அரசுக்கு அதிகாரம் உண்டு. அதனால், தங்கள் கல்லூரியின் அங்கீகாரம் ரத்தாகிவிடக் கூடாது என்பதற்காக ராகிங் கொடுமைகளை கல்லூரி நிர்வாகங்களே வெளியே கசியவிடாமல் போலீஸ் உதவியுடன் மறைத்துவிடுகிறார்கள். ராகிங்குக்கு எதிரான சட்டத்தை தமிழக அரசு இன்னும் கடுமையாக்க வேண்டும்’’ என்றார் ஜின்னா.

இந்துஸ்தான் பொறியியல் கல்லூரியின் முதல்வர் துரைஸ்வாமியிடம் இந்த பகீர் சம்பவம் பற்றி கேட்டோம். 

‘‘சோபன்பாபு மன அழுத்தம் காரணமாகத்தான் தற்கொலைக்கு முயற்சி செய்திருக்கிறான். அவன் தமிழ் மீடியத்தில் படித்தவன், அவனுடன் படிக்கும் மாணவர்கள் ஆங்கில மீடியத்தில் படித்தவர்கள். அதுமட்டுமல்லாமல் அவன் வசதியில்லாத குடும்பத்தைச் சேர்ந்தவன் என்பதால், மற்ற மாணவர்களைபோல் அவனால் செலவு செய்யமுடியவில்லை. தன்னுடைய இயலாமையை நினைத்து வெதும்பிய அவன், மன உளைச்சலுக்கு ஆளாகி இந்த முடிவை எடுத்திருக்கிறான். 

சம்பவம் நடந்த அக்டோபர் மாதம் 22&ம் தேதி முதல் நவம்பர் மாதம் 10&ம் தேதி வரை, கோவையில் உள்ள தனியார் மருத்துவமனையில்தான் அவனுக்கு சிகிச்சை அளிக்கப்பட்டது. அவனது சிகிச்சைக்காகக் கல்லூரி மாணவர்கள், பேராசிரியர்கள், நிர்வாகம் சேர்ந்து மூன்றரை லட்ச ரூபாயை வசூல் செய்து மருத்துவமனையில் செலுத்தியிருக்கிறோம்’’ என்றவர், அந்த பில்லை நம்மிடம் காட்டினார்.

மேலும் அவர், ‘‘மாணவனின் குடும்பத்தினர் ஒரு பைசாகூட செலவழிக்கவில்லை. சோபன்பாபு மூன்று மாதமாக கோமா நிலையில் இருந்ததால்தான் எந்த நடவடிக்கையும் எடுக்காமல் இருந்ததாக இப்போது அவர்கள் கூறுகிறார்கள். நவம்பர் மாதம் 10&ம் தேதி வரை சோபன்பாபு சுயநினைவோடு தான் இருந்தான். அவனுடன் படிக்கும் மாணவர்கள், பேராசிரியர்கள், நான் மற்றும் டீன் அனைவரும் அவனை தினமும் மருத்துவமனைக்குச் சென்று நலம் விசாரித்து கொண்டுதான் இருந்தோம். கோவை மருத்துவமனையில் இருந்து மதுரைக்குச் சென்ற பிறகுதான் அவர்களது நடவடிக்கையே மாறியது. திடீரென ஒரு நாள் எனக்கு போன் செய்து நஷ்ட ஈடாக பத்து லட்ச ரூபாய் கேட்டார்கள். பிறகுதான் அவர்களது நோக்கமே எங்களுக்குப் புரிந்தது. அதன் பின்புதான் இந்தப் பிரச்னையை சட்டபூர்வமாகச் சந்திக்க முடிவு செய்துள்ளோம்’’ என்று சொன்னார் துரைஸ்வாமி.

சோபன்பாபுவின் நண்பர் சரவணக்குமாரை நாம் தேடித்தேடிப் பார்த்தும் கல்லூரியில் அவரைப் பார்க்கமுடியவில்லை. கல்லூரி அமைந்துள்ள பகுதியில் உள்ள செட்டிப்பாளையம் காவல்நிலையத்தில் விசாரித்தோம்.

‘‘அந்த மாணவன் சோபன்பாபு தற்கொலை முயற்சியில் ஈடுபட்டதாக வழக்கு பதிவு செய்திருக்கிறோம். இதுகுறித்து சோபன்பாபுவிடமே வாக்குமூலம் வாங்கியிருக்கிறோம்’’ என அதிர்ச்சித் தகவல் அளித்தனர்.

இதுகுறித்து மீண்டும் நாம் சோபன்பாபுவிடமே கேட்டபோது... ‘‘சார்... நான் இப்பத்தான் நினைவு திரும்பியிருக்கேன். நான் கோமாவுல இருக்கும்போது எப்படி வாக்குமூலம் கொடுத்திருக்க முடியும். இது எல்லாமே போலீஸும் காலேஜ் நிர்வாகமும் செய்யுற செட்டப். அதனால்தான் கோர்ட்டில் வழக்கு போட்டிருக்கோம். தற்கொலை செஞ்சுக்குற அளவுக்கு எனக்கு எந்தப் பிரச்னையும் இல்ல’’ என்றார்.

ஆக... சோபன்பாபுவின் சோகத்துக்குப் பின் ராகிங் பூதம் இருப்பது உறுதியாகிறது. என்ன செய்யப் போகிறது அரசு?

42 புதிய இன்ஜி., - எம்.பி.ஏ., கல்லூரிகளுக்கு ஏ.ஐ.சி.டி.இ., அனுமதி
பதிவு செய்த நாள் : ஜூலை 08,2010,18:20 IST
சென்னை : தமிழகத்தில் மேலும் 42 புதிய பொறியியல், மேலாண்மை(எம்.பி.ஏ.,) கல்லூரிகளுக்கு ஏ.ஐ.சி.டி.இ., அனுமதி வழங்கியுள்ளது. தமிழகத்தில் இந்த ஆண்டு புதிதாக பொறியியல் மற்றும் மேலாண்மை கல்லூரிகளை துவங்க, 121 பேர் ஏ.ஐ.சி.டி.இ.,க்கு விண்ணப்பித்தனர். ஏ.ஐ.சி.டி.இ.,யின் புதிய விதிமுறைகளை எதிர்த்து, தனியார் பொறியியல் கல்லூரிகள், சென்னை ஐகோர்ட்டில் வழக்கு தொடர்ந்ததால், இந்த விண்ணப்பங்களை ஏ.ஐ.சி.டி.இ., தாமதமாக பரிசீலித்தது. விண்ணப்பித்தவர்களில் 94 பேர் மட்டுமே பரிசீலனையில் கலந்து கொண்டனர். அதில் 63 பேரின் விண்ணப்பங்களை ஏற்றுக் கொண்ட ஏ.ஐ.சி.டி.இ., அக்கல்லூரிகளில் ஆய்வு நடத்தியது. முதற்கட்டமாக 13 கல்லூரிகளுக்கு ஏ.ஐ.சி.டி.இ., அனுமதி வழங்கியது. இதில், 10 பொறியியல் கல்லூரிகள், இரண்டு ஒருங்கிணைந்த வளாகங்கள்(பொறியியல் மற்றும் எம்.பி.ஏ.,) மற்றும் ஒரு மேலாண்மை கல்லூரிகள் இடம்பெற்றுள்ளன. மீதமுள்ள 50 கல்லூரிகளில் நடத்தப்பட்ட ஆய்வில், ஏ.ஐ.சி.டி.இ., பல்வேறு குறைபாடுகளை சுட்டிக் காட்டியுள்ளது. இக்குறைபாடுகளை நிவர்த்தி செய்தபின், அக்கல்லூரிகள் ஏ.ஐ.சி.டி.இ.,க்கு அறிக்கை அனுப்ப வேண்டும் என கூறப்பட்டிருந்தது. தற்போது இதில் 42 கல்லூரிகள் (பொறியியல் மற்றும் மேலாண்மை) தற்போது குறைகளை நிவர்த்தி செய்து ஏ.ஐ.சி.டி.இ.,க்கு அறிக்கையை அனுப்பின. டில்லியில் இன்று நடந்த ஏ.ஐ.சி.டி.இ., கூட்டத்தில், 42 கல்லூரிகளின் அறிக்கைகள் ஆய்வு செய்யப்பட்டன. இதற்காக அமைக்கப்பட்டிருந்த இரண்டு கமிட்டியிலும் தலா மூன்று வல்லுனர்கள் இடம்பெற்றிருந்தனர். இவர்கள் கல்லூரிகளின் அறிக்கையை ஆய்வு செய்து, கல்லூரிகளுக்கு அனுமதி வழங்குவது என முடிவு செய்தனர்.

large_50152.jpgஇந்த ஆண்டு முதல் பொறியியல், மருத்துவம், சட்டம், வேளாண்மை உள்ளிட்ட தொழிற்கல்வி படிப்புகளில் சேரும், குடும்பத்தில் முதல் தலைமுறை பட்டதாரிகளுக்கான கல்விக் கட்டணத்தை அரசே செலுத்தும் என அறிவிக்கப்பட்டது. இதனால், பொறியியல் உள்ளிட்ட தொழிற்கல்வி படிப்பில் சேரமாணவர்கள் அதிக ஆர்வம் செலுத்தினர். இந்த ஆண்டு பொறியியல் படிப்பில் சேருவதற்காக இரண்டு லட்சத்து இரண்டாயிரத்து 133 பேர் விண்ணப்பங்களை பெற்றனர். அதில், ஒரு லட்சத்து 67 ஆயிரத்து 406 பேர் விண்ணப்பங்களை பூர்த்தி செய்து சமர்ப்பித்தனர். இவர்களில் 49 ஆயிரத்து 143 பேர் ஆண்கள், 28 ஆயிரத்து 943 பேர் பெண்கள் என, 78 ஆயிரத்து 86 பேர் குடும்பத்தில் முதல் தலைமுறை பட்டதாரிகள். சென்னை அண்ணா பல்கலைக் கழகத்தில் நடந்து வரும் பொறியியல் கவுன்சிலிங்கில், இதுவரை 75 ஆயிரம் பேருக்கு இடங்கள் ஒதுக்கப் பட்டுள்ளன. இதில் 42 ஆயிரம் மாணவர்கள் (56 சதவீதம்) குடும்பத்தில் முதல் தலைமுறை பட்டதாரிகள். முதல் தலைமுறை பட்டதாரிகளுக்கு கல்விக் கட்டண சலுகை அறிவிக்கப்பட்டதால், கவுன்சிலிங் கிற்கு வராதவர்கள் எண்ணிக்கை கடந்த ஆண்டை விட வெகுவாக குறைந்துள்ளது.


தமிழக அரசின் உயர்கல்வித்துறை செயலர் கணேசன், கடந்த ஏப்ரல் 16ம் தேதி வெளியிட்ட அரசாணையில் கூறியிருப்பதாவது: 2010-11ம் கல்வியாண்டு முதல், பட்டதாரிகளே இல்லாத குடும்பத்தைச் சேர்ந்த தொழிற்கல்வி பயிலும் மாணவர்களின் கல்விக் கட்டணத்தை மட்டும் அரசே ஏற்கும். அரசு நடத்தும் ஒற்றைச்சாளர கவுன்சிலிங்கில் கலந்துகொண்டு அரசு, அரசு உதவிபெறும், பல்கலைக் கழக கல்லூரிகள் மற்றும் தனியார் தொழிற் கல்லூரிகளில் சேர்க்கை பெற்ற குடும்பத்தின் முதல் பட்டதாரி மாணவர்களிடமிருந்து கல்விக் கட்டணம் வசூலிக்கக் கூடாது என சம்பந்தப்பட்ட அரசு, அரசு உதவிபெறும் கல்லூரி முதல்வர்கள், பல்கலைக் கழக பதிவாளர்கள் மற்றும் தனியார் தொழிற்கல்வி நிர்வாகங்கள் அறிவுறுத்தப்படுகிறார்கள். அம்மாணவர்களுக்கான கல்விக் கட்டணத்தை அக்கல்வி நிறுவனம் அரசிடமிருந்து பெற, அக்கல்வி நிறுவனம் எந்த துறையின் கீழ்வருகிறதோ, அந்த துறையின் இயக்குனரகத்திற்கு விண்ணப்பிக்க வேண்டும் இவ்வாறு அரசாணையில் தெளிவாக குறிப்பிடப்பட்டுள்ளது.


அண்ணா பல்கலையில் சேர்க்கை ஆணை கிடைத்த முதல் தலைமுறை பட்டதாரி மாணவர்கள் கல்லூரிக்கு சென்றால், அங்கு அதிர்ச்சி காத்திருக்கிறது. பல கல்லூரிகள் மாணவர்களிடம் கல்விக்கட்டணத்தையும் கட்ட வேண்டும் என கூறுகின்றன. தற்போது பணத்தை கட்டி விடுமாறும், அரசாங்கத்திடமிருந்து பணம் கிடைத்த பிறகு, அப்பணத்தை மாணவர்களுக்கு திருப்பித்தருவதாகவும் கல்லூரி நிர்வாகங்கள் தெரிவிக்கின்றன. கவுன்சிலிங்கிற்கு வரும் மாணவர்கள் அண்ணா பல்கலையில் 5,000 ரூபாய் கட்டணம் செலுத்த வேண்டும். மாணவர்கள் கல்லூரியில் கட்டணத்தை செலுத்தும்போது, 5,000 ரூபாயை கழித்துக் கொண்டு மீதமுள்ள தொகையை செலுத்தினால் போதும். ஆனால், பல கல்லூரிகள் அண்ணா பல்கலையில் கட்டிய 5,000 ரூபாயையும் செலுத்த வேண்டும் என வற்புறுத்துகின்றன

ME Students Doubling Up As Teachers Shocking: Court

Chennai: Expressing shock over ME/MTech students handling classes for undergraduate students in self-financing engineering colleges,Madras high court has upheld Anna Universitys decision to crackdown on the practice.
It is really shocking to know that some of the petitioners have enrolled for full time ME/MTech programme in engineering college situated at a distance of 100 km from the college they were working.It defies logic as to how the petitioners could be pursuing their full time study and full time teaching.Therefore,the conduct of the petitioners cannot be appreciated, Justice T S Sivagnanam said while dismissing a batch of petitions challenging the universitys action against them.
Late last year,Anna University vice chancellor P Mannar Jawahar had constituted a committee headed by controller of examinations V Jayabalan to probe into cases where private colleges were engaging postgraduate students to teach BE students.
After a through inquiry and hearing over 250 such student-teachers,the committee had recommended that the students who were doubling up as teachers should be prevented from continuing their fourth semester studies during 2009-10.Instead,they should be penalised for a year and allowed to appear for the final semester examination in 2010-11.
The university accepted the recommendation and cracked down on such student-teachers. The latter challenged the decision in the court and prayed for quashing the impugned order.
Initially,the court had by an interim ruling allowed these students to appear for the final semester examination during 2009-10 but said the results would be declared subject to the final outcome of the writ petitions.
Dismissing all writ petitions,justice Sivagnanam observed,In fact considering the seriousness of the issue and the damage which has been caused regarding the quality of education not only for the petitioners,but also to the students for whom they have been alleged to be imparting education cannot be quantified or measured in any manner.Therefore,the decision taken by the university is perfectly valid and would serve as deterrent for any person to resort to such practices.

Parents complain of fleecing in 30 engg colleges,probe begins

Chennai: As many as 30 self-financing engineering colleges are facing charges of monetarily exploiting students in Tamil Nadu.Institutions functioning under Anna University of Technology (AUT) in Chennai top this list.
We have received 35 complaints from parents and students against 30 institutions alleging that they either demand capitation for a BE/BTech seat or excess fees from students, a member of the monitoring committee set up by the state government to probe into the complaints said.
The committee,headed by Tamil Nadu State Council for Technical Education vice chairman professor M S Palanichamy,has inspected six colleges in the Chennai region so far.A report on these institutions will be submitted to the state government on Tuesday, he said.
Colleges affiliated to AUT in Chennai top the list with 19 institutions coming under the scrutiny of the monitoring committee.
AUT in Trichy comes next with five complaints against institutions under its control.Four colleges affiliated to AUT Coimbatore and one each against institutions affiliated to AUT in Madurai and Tirunelveli have been received, he added.
Most of the complaints pertain to excess fees charged by the colleges.As per rules,colleges can only collect Rs 40,000 for a course accredited by the National Board of Accreditation (NBA) and Rs 32,500 for a non-NBA accredited course in which students join under the government quota through the single window counselling.For management quota seats,colleges have been mandated to collect only Rs 62,500 per course.
However,students have alleged that institutions are charging between Rs 65,000 to Rs 1 lakh for the course.

சென்னை : அடுத்த ஆண்டு முதல் தமிழகத்தில் புதிய என்ஜினீயரிங் கல்லூரிகள் தொடங்க அனுமதிக்க வேண்டாம் என தமிழக அரசு சார்பில் ( ஏ.ஐ.சி.டி.இ.,) அகில இந்திய தொழில்நுட்ப கல்வி குழுவுக்கு பரிந்துரை கடிதம் எழுதயிருப்பதாக உயர்கல்வித்துறை அமைச்சர் பொன்முடி தெரிவித்தார். சென்னையில் அவர் இன்று நிருபர்களுக்கு அளித்த பேட்டியில் : தமிழகத்தில் ஏற்கனவே 471 என்ஜினீயரிங் கல்லூரிகள் உள்ளன. இந்த ஆண்டு இன்ஜினியரிங் கல்லூரிகளில் சேர 1 லட்சத்து 65 ஆயிரத்து 234 மாணவ, மாணவிகள் அண்ணா பல்கலைக்கழக கவுன்சிலிங்குக்கு விண்ணப்பித்து இருந்தனர். 1 லட்சத்து 11 ஆயிரத்து 353 இடங்கள் நிரப்பப்பட்டுள்ளது. தற்போது 8 ஆயிரத்து 172 இடம் காலியாக உள்ளன. முதல் தலைமுறை பட்டதாரிகள் சலுகையை பயன்படுத்தி 71,590 பேர் இந்த ஆண்டு இன்ஜினியரிங் கல்லூரிகளில் சேர்ந்துள்ளனர். தமிழ்வழி இன்ஜினியரிங் படிப்பில் 1,378 பேர் சேர்ந்துள்ளனர். கிராமப்புற மாணவர்களின் எண்ணிக்கையும் இன்ஜினியரிங் படிப்பில் இந்த ஆண்டு அதிகரித்துள்ளது. தமிழகத்தில் தற்போது அதிக அளவில் இன்ஜினியரிங் கல்லூரிகள் இருப்பதால், அவற்றை ஒழுங்குமுறை படுத்தும் வகையில் அடுத்த ஆண்டு முதல் புதிய இன்ஜி., கல்லூரிகளுக்கு அனுமதி கொடுப்பதை தடுக்க தமிழக அரசு நடவடிக்கை எடுத்திருக்கிறது. இவ்வாறு அவர் கூறினார்

HC clears decks for CBI probe against Pondy medical college

Institute Accused Of Colluding With Ex-MCI Boss Desai For Approval

Chennai: Paving the way for resumption of CBI probe into a Puducherrybased medical colleges role in the multi-crore scam involving former MCI chairman Ketan Desai,the Madras high court has vacated an interim stay on the investigation.
On August 17,Justice CT Selvam had stayed the CBI investigation into a case involving Sri Lakshmi Narayana Institute of Medical Sciences,which had been named as accused along with Ketan Desai.
On August 31,however,he vacated the stay,after the CBIs special public prosecutor N Chandrasekaran submitted that the central agency should be allowed to proceed with the investigation as it involved a powerful person like Desai,who has now been removed from the post.
On its part,the CBI gave an undertaking that the staff members,students and the management would not be harassed in any manner or called for an inquiry pending further hearing till September 7.
The CBI registered a criminal case against the college and Desai on May 21,under various provisions of IPC as well as the Prevention of Corruption Act.According to the FIR,the two accused colluded with each other,resulting in the grant of MCI approval for the institution despite 12 deficiencies pointed out by the inspection committee.They together had cheated the Government of India by not providing the minimum standard of medical education.
The college rushed to the high court for a stay on the investigation and to quash the FIR on the ground that the case had been registered based on a mere source information,without any preliminary investigation/report. 
The five-year-old college was inspected 10 times during the period,and the CBI had taken up the case without jurisdiction and usurping the powers of the Union health ministry,it said,adding that the grant of permission was not the act of a single person.
Assailing the interim order and explaining the seriousness of the case,the CBIs counter said the case was registered on the basis of investigation,which clearly indicated that the requisite infrastructural facilities were not available in the college.
Noting that the investigating agency must be allowed to discharge its duties and file the final report,it said that during the investigating stage the agency should not be forced to rely upon only the selective documents submitted by the suspect.The CBI probe so far has been done not only as per the established law and procedure,but also to protect the interests of students studying MBBS course and to prevent any possible injustice caused to the public,the counter said.The matter is scheduled to come up for further hearing on September 7.timeschennai@timesgroup.com

BAR COUNCIL SET TO DERECOGNISE 
30 law colleges face the axe

New Delhi: Bar Council of India has decided to derecognise more than 30 law colleges while 20 others have been sent notices to improve infrastructure,in a move to tone up the legal education system.In addition,unlike previous years,BCI has decided to approve only 20 of the 70 applications that came in for setting up of new law colleges.
BCI sources said those issued notice could go up as the council is still drawing up the final list.Derecognition will be effective from the next academic year.
BCI has already discontinued the system of permanent recognition and has decided that law colleges will have to apply every year for renewing recognition.Also,if it comes to BCIs notice that any institute has procured recognition through illegal means,it will be derecognised immediately.
Confirming the decision,BCI chairperson Gopal Subramaniam said,This is for the first time in the history of BCI that such a decision has been taken.It was done through a democratic process and after proper discussion. 
Subramaniam,who is also the countrys solicitor general,said BCIs review committee looked into the composition of faculty,salary of teachers and whether it was as per UGC scale and infrastructure.In many cases,he said,affiliation was given without the mandatory inspection.
We issued showcause notice to colleges,state governments and universities and followed a democratic procedure.Most of the derecognised institutions are in the private sector.We gave leeway to womens institutions and those in tribal areas, Subramaniam said.

India not in world univ rankings

New Delhi: India is nowhere in the recently released world university rankings.The three rankings Times Higher Education World University Rankings,Academic Ranking of World Universities compiled by Shanghai Jiao Tong University,and the QS World University Rankings are just out,but none of the Indian universities has made it to the top 100.
While overall the US dominates all the three rankings,the QS rankings have China,Japan,Singapore,South Korea,Israel,Taiwan and even Thailand ahead of India with IIT-Bombay in the 187th position.In the other two rankings,(Times Higher Education World University Rankings and Academic Ranking of World Universities) India finds no place in the top 200,but Taiwan,South Korea,Hong Kong,Singapore and Turkey bag decent places in between the two rankings.
B K Mathur,dean,planning and co-ordination,IIT Kharagpur,however,dismisses the world university rankings as a subject for coffee table discussions.But at a time when India is being hyped as a future knowledge economy and the country is emerging as the new academic destination globally,isnt international benchmarking in education important for India Mathur stresses,It is not ranking but word of mouth that conveys our academic excellence to students.We have 50,000 alumni across the world,they are our ambassadors. 
However,agreeing that the world is watching us,Narendra Jadhav,member,Planning Commission,says,Though the international ranking methodology is erroneous,Indian universities need to be open to international benchmarking.S K Barua,director,IIM-Ahmedabad,stresses that international benchmarking is becoming important and with the world becoming smaller and global student mobility increasing,we need to realise that if we go up the ranking as a nation,education is going to give us the inflow of foreign exchange.Besides,I believe that we have the potential to excel and if we are keen India can become the Mecca of higher education. 
On a concluding note,Phil Baty,editor of Times Higher Educations World University Rankings,points out that an important principle of the new Times Higher Education World University Rankings is that all universities that are listed actively cooperate with the system and sign off their data.

CHENNAI: An attempt by representatives of self-financing arts and science colleges and teachers' associations to get the University of Madras to grant a blanket exemption to all serving teachers in affiliated colleges from fulfilling UGC's minimum qualification norms failed on Saturday. 

Following a lengthy debate on the subject in the academic council meeting, university vice chancellor G Thiruvasagam made it clear that the qualification exemption, if any, can be granted only on a case-to-case basis depending on the date on which these teachers were appointed, provided they fulfilled the minimum qualification requirement in vogue at the time of their entering service. 

Recently following a stinging order from the Madras high court, Thiruvasagam had announced a crackdown on the practice of appointing teachers in colleges without obtaining the mandatory qualification approval from the university. He had warned that from 2011-12, the university will withdraw affiliation for courses if teachers did not possess the minimum qualification prescribed by the University Grants Commission

Presently, hundreds of teachers in arts and science colleges do not have a PhD or a National Eligibility Test (NET) or State Level Eligibility Test (SLET) certification, mandated by the latest UGC regulations. 

At the academic council meeting A Bojarajan, a member, claimed that teachers in self-financing colleges were restless and worried about their future ever since the vice chancellor had announced that the UGC's qualification norms will be strictly insisted upon. 

"I urge the vice chancellor not to enforce these qualification norms for serving teachers and grant a blanket exemption without any debate," he appealed. 

While Bojarajan's demand was endorsed by a few other members, senior professors of the university including M Michael Aruldhas, P T Srinivasan and R Thandavan strongly opposed it. They pointed out that the university cannot succumb to such demands and act in violation of the UGC norms. 

Thereafter, the vice chancellor said that the high court order castigating the university for failing to effectively enforce qualification norms for teachers had caused him deep anguish. "Even in the eyes of the public our reputation has taken a beating. The people will wonder how teachers were allowed to work without acquiring necessary qualification," Thiruvasagam said adding that the university will ensure that the norms were adhered to from next year.

50 colleges accused of charging excess fee

Chennai: A monitoring committee constituted by the state government to check monetary exploitation of students joining engineering colleges in Tamil Nadu has so far received complaints against 50 self-financing institutions.
The committee is headed by professor M S Palanichamy,vice chairman,Tamil Nadu State Council for Technical Education.It was constituted a few months ago to handle complaints regarding collection of capitation and excess tuition fees by institutions.
On Monday,members of the committee inspected three colleges in Madurai and Dindigul districts of south Tamil Nadu against whom complaints were received,alleging that they had demanded and collected fees in excess of the amount prescribed by the government.
So far the committee has received petitions from parents and students accusing 50 institutions of violating the fee structure and/or demanding capitation from students admitted into BE/BTech courses.The committee members have inspected 26 colleges till date and conducted inquiries with the representatives of the management regarding the charges levelled against them.Very soon,the team will inspect three colleges in the Tirunelveli region and nine institutions in the Coimbatore region, a source said.
The other members of the committee include professor P Mannar Jawahar,vice chancellor,Anna University,and A M Sameeullah,member secretary,Tamil Nadu State Council for Technical Education.

RTI Plea Reveals Appointments Influenced By Minister,Governor

Chennai: Political interference at the highest levels influenced the selection of teaching and administrative staff at Tamil Nadu Dr MGR Medical University over a three-year period from November 2006 to November 2009,according to data accessed under the Right to Information (RTI) Act.The MGR University is the states premier medical university to which all government medical colleges and at least seven private medical colleges are affiliated.
Documents obtained by TOI indicate the role of the Raj Bhavan and the office of state health minister MRK Panneerselvam in influencing the selection process in favour of certain applicants.Governor Surjit Singh Barnala is the chancellor of the university and the health minister its pro-chancellor.The selection panel was chaired by then vice-chancellor K Meer Mustafa Hussain.
Details of resumes,reports on committee meetings and appointment orders in at least three cases indicate the manner in which norms were flouted.The university had on August 4,2008,received an application from a candidate,M Shanthi,on which a signed note written in green ink reads Recommended and forwarded by Honble Minister MRK Panneerselvam,minister for health and family welfare.
A month later,Shanthi was appointed University Grants Commission (UGC) coordinator.
Strangely,her appointment letter was not sent to her but instead dispatched to the health ministers office and was duly acknowledged and received by the ministers assistant,Shanmugam.

Guvs office involved in job selection: RTI

Chennai: Political involvement in appointments at the TN Dr MGR Medical University have come to light through documents accessed using the Right To Information (RTI).
In one instance,the university received an application from a candidate,Dr K S Uma,for the post of reader in the Department of Siddha on November 21,2008.A signed note on the resume in green ink reads Telephonic message from Raj Bhavan to consider this candidate Dr K S Uma for the post of reader in siddha. On January 19,the selection committee,chaired by Dr K Meer Mustafa Hussain,appointed Dr Uma to the post.
In another instance,on August 21,2007,the university selection committee recommended a candidate,Dr Rajalakshmi,as a lecturer in the Department of Siddha.Though the recommendation was accepted by the governing council on September 21,2007,the selection committee went on to modify its own decision some time later and shifted Dr Rajalakshmi to a wait list.Another candidate,Dr E Manigantan,was then recommended for the post.The university later created another post for lecturer and appointed Dr Rajalakshmi without advertising for it.
On being confronted with the evidence,university officials defended all the appointments,saying the candidates were chosen on merit.The appointments were made based on standard procedures, said a senior university official,who refused to be named.
However,the claim is not backed by records.A scrutiny of the files reveals that when Shanthi sent her resume on August 4,2008,she had not applied for any specific post.A month after receiving her application (with the recommendation of the health ministers office),the universitys governing council on September 26,2008,created the post of UGC Co-ordinator.The same day,the university constituted a five-member selection committee,and by evening it interviewed her,bypassing several established procedures such as informing the employment exchange.
Shanthi was appointed on a temporary basis for a monthly salary of Rs 9,100.On September 29,2008,her appointment order was dispatched to the ministers office and she joined duty on October 3,2008.After she began working,on October 23,the governing council called for applications through advertisements for which it spent Rs 97,000,a decision which has now been questioned by the auditor general.
Dr Hussain,who headed all the selection committees,could not be contacted.State health secretary V K Subburaj said,We are aware there have been some irregularities.There has been an inquiry commissioned.We will be initiating action when we get the report, he said.

Chennai: A day after TOI published a report on how the Raj Bhavan and health minister MRK Panneerselvams office influenced the job selection process in the Tamil Nadu Dr MGR Medical University,both the governors office and the minister blamed the former vice-chancellor,Dr K Meer Mustafa Hussain,for irregularities in the appointments.They said an inquiry was being conducted by a senior IAS officer into various irregularities including the alleged irregular appointments at the states premier medical university.
However,Hussain told TOI that he was under tremendous pressure to appoint certain persons as staff and faculty during his three-year tenure from November 2006 to November 2009.I dont deny anything that appeared in the newspaper today.But I did not want to be made a scapegoat then.Therefore,I ensured that everything was recorded in the file, said Hussain,who was the head of the committee that made the appointments.
Based on information obtained under the Right to Information Act,which included appointment letters and reports of selection committee meetings,TOI reported in its edition on Friday that the documents indicated the role of offices of the governor and the health minister in influencing the selection process in favour of at least four applicants KS Uma (reader in siddha),M Shanthi (UGC co-ordinator ),Dr Rajalakshmi and Dr Manigantan (lecturers in siddha).
Shanthis resume was recommended and forwarded by health minister MRK Panneerselvam and Umas case was recommended by the Raj Bhavan.I was under tremendous pressure to appoint them.I purposely wrote down the instructions from the two offices on the resumes of the candidates, said Hussain,who is presently the chairman of a private engineering college.

Chennai: A day after The Times of India published a report on how the Raj Bhavan and state health minister MRK Panneerselvams office influenced the job selection process in the Tamil Nadu Dr MGR Medical University,both the governors office and the minister blamed the former vice-chancellor,Dr K Meer Mustafa Hussain,for irregularities in the appointments.
Hussain said that M Shanthis (UGC co-ordinator ) resume was recommended and forwarded by the health minister and KS Umas (reader in siddha) was recommended by the Raj Bhavan.I was under tremendous pressure to appoint them, he said.
Shanthis appointment order was dispatched to the ministers office.I had instructed my staff to file the acknowledgement signed by the ministers personal assistant in the university records, said Hussain.
However,the governor,in his capacity as the chancellor of the university,and the minister have held the former vice-chancellor responsible for the decisions.Governor Surjit Singh Barnalas secretary Shambu Kallolikar in a statement said: An enquiry has been ordered on March 11,2010 by the government on the allegations received against the then vice-chancellor Dr Meer Mustafa Hussain.The allegations also include the alleged irregular appointments.P Selvam,additional chief secretary to the government,Micro,Small and Medium Enterprises Department,is appointed as the enquiry officer.The enquiry report is yet to be received.The news item involving the role of Raj Bhavan is not true. 
When contacted,health minister Panneerselvam,who is the pro-chancellor of the university,said: I have nothing to do with appointments.Let the universitys senate decide on the further course of action.

Management school fined 18L for unaffiliated course

Chennai: The University of Madras has imposed a heavy fine on a management school in Chennai for running an MBA course without affiliation.
The St Marys School of Management on the Old Mahabalipuram Road (OMR) was fined Rs 18 lakh for admitting students for an MBA course for the academic year 2006-2007 before getting an affiliation from the university.But they were granted affiliation by the university from the academic year 2007-2008.
It was found out by the Madras University and later was taken up by the syndicate.
The college is supposed to get approval from the AICTE first and a no-objection certificate from the state government.This has to be submitted to the University of Madras.Based on this,we will form a committee and they will inspect the college to decide on granting affiliation.Only after this can the college start a course, said G Thiruvasagam,vice-chancellor of the University of Madras.
The St Marys School of Management did not bother about taking the affiliation and admitted some 60 students.They just took the AICTE approval initially,advertised and admitted students.We imposed a fine of Rs 15,000 per student,which the college has to pay.If there is no affiliation,their students cannot even sit for the exams said Thiruvasagam.
The total fine payable by the institution was Rs 18 lakh and it appealed with the syndicate for waiver.The issue was taken up on Friday and it was decided not to waive the amount.Sources in the university,however,said that the amount was reduced.

Controversy mars univ syndicate poll

One Of The Candidates Was Once Detained For Evading Customs Duty,Say Others

Chennai: Elections to the syndicate of the historic University of Madras slated for Saturday have been marred by a controversy,with contestants trading serious charges against a candidate.
The syndicate is a key decision making body of the university and the members of the senate are scheduled to elect two of the six contestants.
A section of the contestants has alleged that candidate R Prabhakaran,an advocate who was recently nominated by the governor-chancellor as a senate member,has a history of being detained for evading customs duty a decade ago.Although there is legally no bar on his candidature,the academicians feel that syndicate members must be of unblemished reputation.
Prabhakaran has dismissed the allegations as a smear campaign.Some contestants have been distributing documents including judicial proceedings to substantiate their allegation that Prabhakaran was remanded in judicial custody by the Alandur district munsif-cumjudicial magistrate during 1999-2000.
It is alleged that in April 1999,Prabhakaran was intercepted by an air intelligence unit officer at Chennai airport while the former was trying to walk through the Green Channel on his arrival from Singapore without declaring in the customs declaration form that he was carrying 94 cellphones in his baggage.Another consignment of 100 cellphones was in the custody of his friend and co-passenger.Prabhakaran and his friend were arrested.
Prabhakaran,it is alleged,had then sought to defend himself saying he was prepared to pay the customs duty on the seized goods and he had not misdeclared the value of the goods.
However,the chief commissioner of customs rejected this argument saying a passenger has to necessarily declare the total value of dutiable goods brought by him in the customs declaration card,whereas the applicant (Prabhakaran) had intentionally kept the column blank. Later,Prabhakaran filed an application for compounding of offences and paid a compounding amount of Rs 10.50 lakh after which the case against him was closed.
When The Times of India contacted Prabhakaran,he said,All this is false information.There is no case.This is being circulated just to spoil my chances in the elections.A similar campaign was carried out against me when I contested the Pachaiyappas Trust Board elections earlier.

Govt fine arts college has 74 staff,130 students

Puducherry: A government college in the union territory of Puducherry has 74 teaching and non-teaching faculty members,but just 130 students,reveals a reply to an RTI query filed by an activist.
According to the replies given by public information officer and principal of Bharathiar Palkalaikoodam,M Jayaraman,the college has a staff strength of 74,while the student strength stood at a meagre 130.Rajiv Gandhi Human Rights Awareness Organization president P Ragupathy had filed the RTI query.
The only government performing and fine arts college in Puducherry,it has three departments and offers four-year undergraduate programmes in music,dance and fine arts.The students strength in the music department,across all four years,is 29,while the number of students in dance and fine arts departments stood at 13 and 88 respectively.
Pondicherry University has denied permanent affiliation to the college and has been granting only provisional affiliation,which needed renewal every year.The university has been telling the government society that runs the college that it should employ only UGCqualified teaching faculty to handle degree classes.In this academic year,after granting provisional affiliation,the university has sought a report from the college on whether the management had complied with the rules and regulations.The university has granted provisional affiliation to the college for this academic year.The reasons for granting only provisional affiliation cannot be divulged at this stage, Pondicherry University assistant registrar (academic) B N K Radipe told TOI when asked why the university denied permanent affiliation to the college.

Mumbai: Hindustan Institute of Technology and Science (HITS),a Tamil Nadubased deemed university,was caught offering inducements to accreditation officials and when pulled up for doing so,feigned ignorance about payment rules. 
Subsequently,the National Assessment and Accreditation Council (NAAC) director decided to go soft and instead of filing a criminal offense,refused to grade the deemed university for two years.The decision was taken at the recent NAAC executive council meeting,despite the fact that the inspecting team,comprising of academics,had complained that when they reached the university,they were showered with gifts and wads of money.
In fact,the NAAC director said he wrote to HITS authorities about the inducement offered.The HITS vicechancellor acknowledged saying,There was discrepancy in the payment and it was at variance with NAAC norms. 
Rules state that the host university has to bear the visiting teams travelling and dearness allowance and pay the team an honorarium.But clearly,HITS was rather generous towards the NAAC team.The HITS V-C explained that this (the payments and the gifts) was without any mala fide intention on our part and therefore be seen as an oversight on our part and no meaning may be read into it.We apologise for any inconvenience caused in this regard. 
Those in the education sector called the episode a one-off incident and said that the visiting team was either utterly honest,or not satisfied with the sum offered. University and college heads say it is extremely common for authorities to try and bulldoze their way for a better grade.

15 lakh students in lurch, brokers make a killing

NOV. 15 IS LAST DATE TO AVAIL OF FEE-REIMBURSEMENT SCHEME

The revenue department has not issued income certificates for even half of the 30 lakh students who have applied for the fee reimbursement scheme, though the last date for students to avail of the scheme is November 15.

There has been a huge

rush at all mandal revenue offices across the state for the income certificates that will entitle students to free education.

In Hyderabad district alone, 70,000 students have applied for income certificates, but till November 12, only 34,000 students have obtained them.

With offices being closed on November 13 and 14,

that leaves just one day to obtain the certificates.

As a result, the inevitable broker has cropped up to take advantage of the situation. These middlemen are said to be asking for between Rs 600 to Rs 1,000 from each student to get them the certificate as they have struck a deal with MRO staff despite warnings against brokers.

SCHOOL, COLLEGE TRANSPORT UNDER SCANNER

In a special drive over a six-month period, the state transport department has impounded about 422 school and college vehicles which were operating without proper permits and not paying road tax.

According to official sources, institutions across the state or the illegal operators whose services they had hired have been fined a total of `21,10,000 in the drive.

“We are monitoring both school and college vehicles for violation of norms,” a senior transport official said.

“We are concerned about the safety of students while they are being ferried to their institutions and back home,” the official said.

“We are conducting periodic drives against unregistered vehicles and carriers which are not following RTO norms.”

"From April to September this year, we impounded 422 vehicles and levied fines of `21,10,000. We also collected `2,59,800 in pending road tax,” he added.

“We are also conducting safety awareness campaigns for schools and parent association bodies to make them more vigilant about transport services that are unsafe and violate the rules.” According to officials, around 15,500 vehicles in the state have been given permits to operate services for students.

School and college vehicles have to pay `50 and `100 respectively as road tax every three months and the department charges maxi cab vehicles `275 every quarter. Autorickshaw operators also have to pay `1,400 as road tax every five years.

“To ensure schoolchildren’s safety in autorickshaws and maxi cabs, we are keeping a close eye on the operators and are taking action against violators through periodic drives,” the official said.

Research ranking: 8 state universities on list of top 50

Chennai: Tamil Nadu has emerged as the state with the highest number of universities which have been declared as productive science and technological institutions in the country based on their research impact index.
As many as eight universities from the state figure in the list of Top 50 Universities based on their H-index (provisional) scores prepared by the National Institute of Science,Technology and Development Studies in New Delhi last month.The Hindex shows the impact of the collective scientific output of the institution based on the number of times a published research paper of the universitys researchers has been cited by peers/fellow researchers.
Topping the list from Tamil Nadu,as reported by The Times of India on Monday,is the University of Madras,followed by the Anna University.The other universities from the state to figure in the list are Annamalai University (the only private university in TN),Bharathidasan University in Tiruchi,Bharathiar University in Coimbatore,Madurai Kamaraj University,Tamil Nadu Agricultural University in Coimbatore,and Alagappa University in Karaikudi,in that order of ranking.
Incidentally barring the TNAU and Alagappa University,the remaining institutions are in the top 25.The Pondicherry University too has made it to the elite list with an Hindex of 28.
The research culture has been traditionally good in Tamil Nadu.In the earlier part of the century too,the science belt of Madras has been producing high quality research.A key reason why the impact of the research in institutions here is high is because of the focussed approach to research in specialised fields, explains S P Thyagarajan,honorary chairman,Tamil Nadu State Academic Audit and Accreditation Council.
Researchers in Tamil Nadu have also collaborated in a big way with their counterparts abroad which has helped improve the impact factor of their research publications.Irrespective of the criticism which the Superbug issue attracted,its scientific content has been very appreciable.This was made possible by the collaboration of the young University of Madras researcher with international scientists, pointed out Thyagarajan,who is also an eminent scientist with several feathers on his cap.
According to him,the importance given to research in the last two fiveyear plan periods has helped attract more funds for research and helped make a big impact on the quality of the output.

Three arts and science colleges in the city and Tiruvallur district, functioning for the last 10 years, have come under the scanner of university of Madras for lack of infrastructure and other facilities.

Speaking to Deccan Chronicle on Tuesday, university vice-chancellor Prof G. Thiruvasagam said the university had received complaints from several students about lack of infrastructure in three private arts and science colleges in Chennai and Tiruvallur districts. One of the colleges is in Koyambedu and another located at Anna Nagar, while the other one is in Tiruvallur district.

"These colleges do not have even a classroom for students to sit and learn.
They do not have proper laboratory and playground facilities also. They have been operating in a single floor building for the last 10 years. They are not fit to be even called a college," the vice-chancellor said.

He pointed out that the university had been insisting that colleges must have quality infrastructure.
"We are going to take stringent action against colleges which lack quality infrastructure, like classroom and laboratories. If the university, after conducting a surprise visit to the college, is not satisfied with the infrastructure and other facilities, it will withdraw the affiliation granted to the college," Prof Thiruvasagam said.

The university conducts regular meetings with secretary and principal of private colleges to stress the need for quality infrastructure, besides other key issues like conduct of examinations, the vicechancellor added.

The Madras high court has reiterated that a degree obtained under open university system, where the candidate does not have any formal education, cannot be regarded as equivalent to that of a degree obtained under the regular system.

A division bench comprising Chief Justice M Y Eqbal and Justice T S Sivagnanam dismissed a public interest

litigation filed by M Venkatachalam, a Gr.I police constable, challenging a G.O. dated August 18, 2009, which recognized the degrees obtained through open universities only after having passed secondary and higher secondary examination for appointment/promotion in public services.

The bench said the state government appears to have constituted an equivalence committee consisting of experts in the educational

field and those experts gave a firm opinion that a person, who has secured bachelors degree in open university system cannot be treated as equivalent to a candidate who secured degree after 10 plus 2 years of schooling.
"We find absolutely no error in the impugned order", the bench added.

The bench said in this case, the petitioner had directly secured degree from the open university without going through formal education and the court did not deem it fit to review the decision of academicians that such degree at no point of time can be regarded as a degree obtained by undergoing regular course of study in a full time course or under the distance education system.

The Supreme Court had time and again cautioned that in such academic matters, the court should be very slow to interfere as the court would lack expertise on these subjects, the bench added.

Doctors seek CBI probe into MGR varsity appointments

Chennai: Doctors associations are demanding a CBI inquiry into the irregularities in the appointments of administrative staff and faculty at the Tamil Nadu Dr MGR Medical University.They say that inquiries by government officials or university faculty will be ineffective.
On Tuesday,TOI published a report on how the university broke rules to regularise appointments which were being probed for irregularities.The Doctors Association for Social Equality president Dr GR Ravindranath said the state health department should have asked a retired judge to conduct the inquiry instead of appointing an IAS official as there were too many influential people involved.It may not be easy for a serving official to conduct a fair enquiry.The case should be handed over to the CBI, Ravindranath said.
Investigations by TOI found that some of the appointments were done following recommendations from the state health ministers office and the Raj Bhavan.
The government had ordered an inquiry into the appointments made by former vice-chancellor Dr Meer Mustafa Hussain between 2006 and 2009.Even as additional chief secretary Debendranath Sarangi,enquiry officer,was awaiting files from the university,the present vice-chancellor,Dr Mayil Vahanan Natarajan,altered or circumvented resolutions passed by the governing council,the decision making authority,to confirm many of these appointments.
Documents seen by TOI show that in August 2010,Natarajan ordered a fresh inquiry into the appointment of M Shanthi as the UGC co-ordinator based on a letter from K Velavan.The letter said that Shanthi was appointed by the university because of the backing she had from two state ministers Veerapandi Arumugam (agriculture) and MRK Pannerselvam (health).It also pointed out that the university advertised for the post after appointing Shanthi.
On August 26,2010,Natarajan asked registrar Sudha Seshayyan to order an inquiry although the inquiry by Sarangi was pending.The registrar forwarded the file to the deputy registrar.On September 7,the deputy registrar sent the file back to the registrars office asking for an inquiry officer to be nominated.The file was forwarded to the VCs office two days later.
The VC did not nominate any official to inquire into the complaint.Instead,he expedited procedures to confirm the appointment of Shanthi.In one of the files he struck down the contentious parts of the resolution passed by the governing council using red ink even as the file was pending health secretarys opinion.The revised parts were not ratified by the governing council and her appointment was under the government scanner.But the appointment was confirmed.

Documents seen by TOI under the Right to Information Act show that vice-chancellor Dr Mayil Vahanan Natarajan altered or circumvented resolutions passed by the governing council,the apex decision-making body of the varsity,to confirm appointments which are under inquiry.The file inspection revealed that some candidates were unfairly preferred over others.When contacted,Dr Natarajan refused to comment.Health secretary V K Subburaj agreed that there were illegalities in the appointments.I have told the university several times not to bend rules for some people.In fact,I had asked them to remove some candidates who were appointed illegally, he said.

MGR university records smack of illegalities dating back to 08 


Minutes of the governing council meeting on March 10 confirm Subburajs contention.
The minutes showed that higher education secretary K Ganesan and Subburaj pointed out procedural lapses in appointments of faculty members Dr K S Uma,Dr N Kabilan and Dr G Bharath Kumar.They advised that these people be removed since the appointments did not follow norms of calling for applications through advertisements.But the university is yet to remove them.
Dr Uma,the files show,was recommended by the Raj Bhavan.
In February last,Dr Uma and the two others in the department of Siddha were removed as the university did not receive UGC grants for their salaries.In two months,the three were re-appointed in different departments,including curriculum development,genetics and experimental medicine.Their appointments were on a temporary basis and not ratified by the governing council.During the council meeting on March 10,one of the items of the agenda was the upgradation of the post of Uma from lecturer to reader,and her transfer to the department of Siddha.
The university records smack of illegalities dating back to 2008.In August that year,a 14-member council passed a resolution to appoint a University Grants Commission (UGC) coordinator to liaison between the UGC and colleges affiliated to the university.Then vice-chancellor K Meer Mustafa Hussain noted on the resume of a candidate,M Shanthi,that she was recommended by health minister MRK Panneerselvam.A month later,her appointment order was sent to the health ministers office,where the ministers assistant Shanmugam received it.
University registrar Dr Sudha Seshayyan said in an official letter to the Raj Bhavan that the UGC does not recommend any such post.Also,the universitys statutes do not mention such a post.To make Shanthis appointment permanent,the university needed to include the post in its statutes.For this,the general council then recommended the recruitment methods,qualifications and pay.To fill the post,the general council decided to allow direct appointment or promote superintendents and grade I personal secretaries with five years experience.Ironically,the university did not mention any qualification for a direct recruitment like that of Shanthis.
Meanwhile,superintendents protested against being equated with personal secretaries,who were drawing lesser salaries.The university sent the files to health secretary Subburaj asking if superintendents could be equated with personal secretaries.The file is still pending with the health department.Dr Natarajan did not wait for the health secretarys approval and forwarded the file,mentioning only superintendents with five years experience as qualification.

New Delhi: The six-member governing council of the Medical Council of India (MCI) could see a reshuffle soon.The union health ministry is finalising candidates to replace a few members of the Council.The current Boards tenure ends on May 14.
Ministry officials told ToI that two members of the Council have expressed their desire to step down.
The ministry is also keen to replace the existing Board members with vicechancellors who are more knowledgeable about the medical education than the present lot.The officials added that MCI chief Dr S K Sarin could also be replaced.
The governing council is supposed to be a seven-member body,while we now have six members.We are trying to identify a seventh member,and also induct some fresh faces who will replace existing governing council members, a health ministry official said.
The 77-year-old MCI was dissolved after the Central Bureau of Investigation arrested the then MCI president Dr Ketan Desai on April 22,2010,for taking a bribe of Rs 2 crore.Desai allegedly accepted the money in lieu of recognising a medical college in Punjab even though it did not meet MCIs norms.
Subsequently,a panel was put in place,headed by Dr S K Sarin,and Prof Ranjit Roy Chowdhary,Dr Sita Naik,Dr Gautam Sen,Dr Devi Shetty and Dr R L Salhan as its members.The health ministry also gave sweeping powers to the body.
The present Council is credited with preparing the 
all-new medical curriculum for both the undergraduate and post-graduate courses.Besides,it has made the process of inspecting colleges an extremely transparent exercise.
A governing body member said,all the decisions we have taken as a board have been free,fair and without fear. 
One of the ministrys main problems with the present Board is the over-representation of the private sector.We want people who can give dedicated service to the Medical Council of India.
However,the final decision will be taken by union health minister Ghulam Nabi Azad, an official said.
