UP grants SC status to 17 OBC sub-castes

Lucknow: The Samajwadi Party government is gearing up to include 17 OBC subcastes into the Scheduled Castes.
A high-level committee headed by Uttar Pradesh chief secretary Jawed Usmani has sought details from the department of social welfare before issuing a notification in this regard.The circular from the UP chief secretary on March 28,too,speaks of the governments priorities,including the inclusion of 17 OBC sub-castes within the SC category.
If the 17 OBC sub-castes move to the SC category,the SP benefits from votes of both the OBCs,whose space within the reservation system increases,and the sub castes,who get more opportunities as SCs.While the OBCs have 27% reservation,the SC/ST category has 22.5%.The move was one of the SPs poll promises during the assembly elections.
According to official sources,chief minister Akhilesh Yadav may even take up this issue at a meeting with Prime Minister Manmohan Singh in Delhi on April 16.The 17 sub-castes which the government wants included in the SC category are Kahar,Kashyap,Kewat,Nishad,Bind,Bhar,Prajapati,Rajbhar,Batham,Gaur,Tura,Majhi,Mallah,Kumhar,Dheemar and Machua.

DELAYING TACTICS 
ASI yet to make Babri Masjid survey report public 

New Delhi: Over a month after the Central Information Commission asked for a survey report on the Ram Janmabhoomi-Babri Masjid site to be made public,the Archaeological Survey of India has not complied.
Chief information commissioner Satyananda Mishra had directed the ASI to either disclose its report of the disputed site or in case the disclosure was prohibited by the Allahabad high court through its order,the copy of that directive be provided to activist Subhash Agrawal.
In the decision dated February 29,Mishra had given 10 working days to the ASI,after receiving the order,to comply with the directives.But even after nearly 45 days,Agrawal said that no response had come from ASI prompting him to file a non-compliance complaint with the transparency panel.
The ASI is understood to have carried out the survey of the disputed site on the directions of the Allahabad HC which was hearing the matter.Through his RTI application,Agrawal had sought a copy of the report.The ASI refused to give the document,saying it was meant exclusively for the HC.
Asking for the report to be made public Mishra said,We think that this is a fair request and the CPIO should provide a copy of the relevant extract from the HC order in which the ASI has been instructed to present the report only to the HC.

வெறறி பெற்று, அகிலேஷ்யாதவ் அமைச்சரவையில் இடம் பெற்றார். 

பின்னர் அமைச்சராக பொறுப்பேற்றப்பின் கடந்த சில மாதங்களுக்கு முன்பு ல‌க்னோ சிறைக்கு திடீரென சென்று ஆய்வு செய்தார். பணியில் கவனக்குறைவாக இருந்ததாக இரு அதிகாரிகளை சஸ்பெண்ட் செய்தார்.இது போன்று நேற்றும் அமைச்சர் ராஜாபையா லக்னோ சிறைக்கு சென்று திடீர் ஆய்வு மேற்கொண்டார். பின்னர் சிறை அதிகாரிகளுடன் ஆலோசனை நடத்தினார். பின்னர் சிறைகளில் பல்வேறு அதிரடி மாற்றங்களை கொண்டுவந்தார். அதன்படி அடுத்த 90 நாட்களுக்குள் சிறைச்சாலைகளில் பல்வேறு சீர்திருத்தங்கள் செய்ய உத்தரவிட்டுள்ளார்.


அதன்படி முதல்கட்டமாக குற்றவாளிகளான கணவன், மனைவி இருந்து, அவர்கள் வெவ்வேறு சிறைகளில் இருந்தால், அவர்களை ‌ஒரே சிறைச்சாலையில் வைக்கும்படியும், சிறைக்கைதிகளை பார்க்க வரும் பார்வையாளர்களுக்கு மாதம் ஒரு முறை இருந்ததை இருவாரத்திற்கு ஒருமுறையாக மாற்றியும் உத்தரவிட்டார். மேலும் சிறைகளில் கைதிகளின் நலனை கருத்தில் கொண்டு, கோடை காலங்களில் குளிர்சாதன வசதி செய்து தரும்படி சிறை அதிகாரிகளுக்கு உத்தரவிட்டார்.

Shift in political power in Uttar Pradesh has left power suppliers to the state,including Adani Group,NTPC and Himachal Pradesh,waiting for payment of.1,200 crore.Debt-ridden state utility Uttar Pradesh Power Corporation (UPPCL) is short of funds to pay its outstanding electricity bills,which could make Akhilesh Yadavs pre-poll promise of providing free power to farmers difficult to meet,said an official from UPPCL.The earlier state government,led by Mayawati,went on an aggressive power purchase-spree ahead of the assembly elections.Now,when Akhilesh Yadav has taken over the reins of the countrys most populous state,UPPCL is finding its financial condition grave due to the earlier transactions,the official said,requesting anonymity.We are short of funds to pay UPPCLs electricity bills as we do not enjoy the line of credit from financial institutions.However,we are waiting for the newly-formed government to take a call on dues of power suppliers, said an official with the energy department of Uttar Pradesh,who deals with UPPCL.Uttar Pradesh was one of the leading traders in spot and short-term power trade with 15-20 % market share before the state assembly elections.Post-elections,its share has fallen to less than 10%.The Adani Group,which controls.2,100-crore Adani Power,is awaiting payment of.600 crore from UPPCL for the past four months.It has already disconnected electricity supply to the state.The state utility of Himachal Pradesh and Indias largest power firm NTPC are awaiting payment worth.600 crore from UPPCL.UP has one of the highest electricity demand-supply gap,with installed power generation capacity of 10,500 MW to cater to a population of 20 crore.It is largely dependent on Himachal Pradesh,NTPC and private players for electricity supply.UPPCLs average realisation per unit is.2.50-3,against procurement cost of.4.50-5.50.The corporation was not self reliant to bear the burden of power procured from Adani,NTPC and Himachal Pradesh ahead of assembly elections, the official from energy department said.Earlier,Mayawati government had assured UPPCL of infusing fresh equity to meet the gap between the cost of power and revenues ahead of the assembly elections,however,the present government is yet to make any such commitment,he said.Adani Power CEO Ravi Sharma did not respond an e-mail query from ET.An independent industry source close to the power purchase agreement signed between Adani Group and UPPCL said UPPCL had entered into a short-term power purchase agreement with Adani for 600 MW power for.4.71,including transmission and other costs.It was an attractive agreement for Adani and it sold close to.200 crore worth of power to UPPCL a month.However,UPPCL stopped paying its dues to Adani a few months before the company stopped supply due to nonpayments,the source said.

NRHM scam: Note implicates Maya 

2007 Order Shows Files On Policy Decisions Required Chief Ministers Approval

Lucknow: Fingers are now being pointed at former chief minister Mayawati and her favourite babu Shashank Shekhar Singh for the role they might have played in the National Rural Health Mission scam.And the basis for this is a government order issued by Mayawati herself on May 31,2007,18 days after becoming chief minister.
Although the BSP on Wednesday denied any role of its supremo in the NRHM scam,the government order,which is in possession of TOI,states that files related to policy decisions will be sent to the chief minister for approval and all other remaining proposals will be approved by the cabinet secretary.
The order was very clear on how the system would operate.A file related to a particular matter was to be sent from the CMs office to the office of the principal secretary of the department concerned.The principal secretary was then supposed to forward the files to the secretary of his/her department.After noting their observations and recommendations on the file,the secretary was supposed to send it back to the cabinet secretary and CM for final approval via the principal secretary.After approval of the cabinet secretary and the CM,the file was sent to the secretary for execution.
Now,from 2007 to 2009,Mayawati headed the family welfare department,which is at the heart of the Rs 5,700-crore scam.In 2009,the ministry went to Mayawatis trusted aide,Babu Singh Kushwaha,now under arrest.
But the BSP claimed that when Mayawati headed the ministry,no proposal to release funds or formulate schemes was sent to her for approval.In fact,all schemes,approval and execution of NRHM projects were handled by two bodies of the State Health Society: an executive committee headed by a principal secretary and a governing body headed by the chief secretary.
The BSP further claimed that the Centre reviewed performance of the implementation every three months before releasing funds for continuation of the programme.The funds were directly given to the society.So,nowhere was the state government involved in NRHMs implementation.Hence,the CM neither gave approval to any NRHM proposal nor was her consent required.
But according to rules,the State Health Mission (the umbrella body of NRHM committees and societies,including SHS) is headed by the CM of the state.So,it is not possible that Mayawati was unware of NRHM activities.

UP for Lokayukta probe into sale of sugar mills

Lucknow: The Uttar Pradesh government on Tuesday decided to recommend a Lokayukta probe into Rs 1,200-crore government sugar mills sale scam during former chief minister Mayawatis rule.The move comes a day after the Allahabad high court dismissed PILs challenging a CBI courts order to drop proceedings against her in the Taj Heritage Corridor scam.
The state governments move comes as chief minister Akhilesh Yadav has drawn flak for going soft on his predecessor and trying to protect senior bureaucrats and an influential liquor baron allegedly involved in the scam.Farmer leader V M Singh,who was the first to point out that government sugar mills in Amroha and Bulandshahr were sold much below the market price,said he had lodged a complaint with Lokayukta Justice N K Mehrotra in September 2011 to investigate the allegations.
Mehrotra had in October 2011 decided to close the investigation,saying the matter was sub juice before the Allahabad high court.Last year,when the probe was closed,the matter was sub judice.At present,the court has still not passed its judgment in the matter.I dont understand how the government decided this time to have Lokayukta probe the scam, said Singh.He said the Mayawati government sold all sugar mills at throw-away prices to private players.Justice Mehrotra refused to comment on Tuesdays cabinet decision,saying he was yet to receive official word on the matter.But he maintained that the nature of the probe was different last year.
