CPM RAISES CONCERN OVER ITS POWERFUL STATE UNITS

KOZHIKODE: The CPM is worried about powerful state units of the party in West Bengal and Kerala pursuing positions different from that of the central leadership on many issues.

The political organisation report of the party, which is being discussed at the 20th party congress, also points to central leaders speaking differently on the same subject. These trends are going against the organisational principle of democratic centralism — everyone subscribing to decisions taken by the party through the means of discussions within.

Due to its poor showing in its strongholds of West Bengal and Kerala, the CPM — which had supported the UPA-I from outside — is struggling to regain its electoral relevance. Significantly, in the 2011 assembly polls, the party was thrown out of power in West Bengal after 34 long years.

The political organisation report talks about the growing trend of powerful state units adopting differing views on various issues. These ‘federal’ tendencies go against the principle of ‘democratic centralism’, it said, adding that powerful state units tend to act on their own, and at variance with directions from the central leadership.

Though the political organisation report doesn’t elaborate on the incidents, it was clear that the jabs were directed against the former Buddadeb Bhattacharjee-led government in West Bengal and the Kerala state unit.

Many in the party’s central leadership were not in favour of the industrialisation policies pursued by the Bhattacharjee government since 2007. However, the state unit was overwhelmingly in support of it.

In the case of Kerala, the central leadership was spending more time sorting out the factional feud instead of focusing on governance.

CPM IS CAPABLE OF FIGHTING CORRUPTION BY ITSELF: KARAT

KOZHIKODE: Wary of putting all its eggs into one third front basket, the CPM wants to expand the base of Left and other democratic parties across the country and form an alternative to both the Congress and BJP. The meeting of the party congress, the biggest policy making body of the CPM, began in this port town on Wednesday.

Booted out of West Bengal and defeated in Kerala, the CPM is faced with the onerous task of reviving its electoral fortunes and making itself relevant on the national stage.

“Both the Congress-led UPA and the Bjp-led NDA have failed. And it is only the Left and democratic forces that can provide a suitable alternative... the CPM should be strengthen across the country,” party general secretary Prakash Karat said.

But the road ahead is long and winding. Besides the electoral rout in its citadel of West Bengal, the CPM has not been able to expand its base into the Hindi heartland — where it had some influence many decades ago-despite various efforts.

The party also feels many non-congress and non-bjp parties are not reliable as they strike alliance of convenience with the two national parties.

Slamming both the current UPA government and the previous NDA government Karat said strengthening the CPM would strengthen the Left movement. “There is nothing to choose between the two. The eight years of the UPA government have led to unprecedented corruption in the country. An effective Lokpal Bill is needed, but that alone won't be enough. It is only the CPI-M that has the moral authority to fight corruption....”

Also speaking on the occasion Left leader AB Bardhan said the coordination among the Left parties needs to be institutionalised and should go beyond the meetings of the party general secretaries.

CPM edging away from China model?

KOZHIKODE: Call it a tectonic shift if you will. The comrades seem to be distancing themselves from the Chinese model of socialism, something that they once fiercely advocated.

The intense debate for a new ideological document at the CPM party congress has resulted in members criticising the Chinese model for various reasons, including rising corruption, inequality and unemployment.

Presenting the resolution on ideological issues in the closed door discussions, politburo member Sitaram Yechury spoke of the possibility of a “counter revolution” taking place in China if the country continued with the same economic policies.

The delegates, who spoke on the subject, raised many issues that they thought was plaguing the Chinese model of socialism. One of the members said the Chinese model was focused more on creating billionaires than addressing the rural-urban divide — the last 18 years seeing a 13-fold increase in the income gap.

The party is also not taking it lightly that the Chinese Communist Party (CPC) has dropped the concept of antiimperialism from its concept at a time when that remains one of the major planks of the CPM. Delegates insisted that the party should give more importance to the indigenous models of socialism, and address the issues of caste and religion in a more effective manner.

Karat gets 3rd term;VS out,Buddha stays 

Kozhikode: Prakash Karat will lead the CPM for three more years.The 20th party congress that concluded on Monday elected an 87-member Central Committee which in turn unanimously elected Karat as general secretary.The 15-member politburo picked by the Central Committee has three new faces CITU national president A K Padmanabhan,West Bengal opposition leader Surjya Kanta Mishra and senior Kerala leader M A Baby.Former Bengal chief minister Buddhadeb Bhattacharjee,who hasnt attended a single politburo meeting after the poll defeat and even skipped the party congress,has been retained.But veteran Kerala leader VS Achuthanandan,member of the politburo from 1985 to 2008,was denied re-entry.
Karat,64,managed a third term without much opposition as those who wanted him replaced were satisfied with the newly introduced three-term limit for secretaries.As per the constitutional amendment approved by the party in the latest congress,Karat will have to step down at the next congress that will be held after three years.
Karat,known as an ideological hardliner,said his party would step up agitations against the neo-liberal policies of the Union government.The 20th party congress has given a call to undertake campaigns for resolving the issues of all sectors of working class like peasants,artisans,small shop keepers and the middle class, Karat told delegates during the concluding session.TNN

Putin tells Russians to have more children 


President-elect Vladimir Putin on Wednesday called on Russians to have more children as he seeks to battle the country's acute demographic crisis during his third term in the Kremlin.
Speaking to the State Duma lower house of parliament in one of his last major speeches as prime minister before his return to the Kremlin on May 7,he also said rampant smoking,drug and alcohol abuse claimed 500,000 lives a year.
For Russia every person counts today, Putin said.
A strong,happy family with several kids is what the state,society,religious,educational and cultural organisations should unite their efforts around.
We should realise that we will come face to face with a serious challenge -- 
the demographic echo of the 1990s when Russia experienced its severest drop in birth rates.We need new decisive steps when it comes to saving and caring for people. AFP

The 20th Congress of the CPM in Calicut — the last before the next Lok Sabha election — deliberated on the party’s ideological and political positions with the aim of reclaiming its lost space in national politics. Politburo member and party’s key ideologue Sitaram Yechury explains:

BJP is in no position to replace the Congress as it looks now. We are opposed to its policies of communalism and economics. In 2004, 57 of 61 CPM MPS had defeated Congress in direct contests but still we ended up supporting it at the Centre.

In China, kin of Party officials build lucrative biz

HONG KONG: When Chinese authorities launched an investigation in 2006 into potential foreign currency violations by Beijing Henderson Properties, the real estate developer called in some curious outside help. It turned to a Chinese investment company with no evident expertise in currency regulations and to a murky Hong Kong foundation with no dis-cern-ible offices and no listed telephone number.

But the real estate company’s helpers did have one significant asset: access to officials at the Chinese government agency handling the investigation, made possible by the dooropening powers of China’s “red nobility,” a potent network of Communist Party leaders, their families and their friends.

A confidential January 2007 Henderson memo obtained by The Washington Post lays bare the property developer’s calculations, describing the two organizations as “a bridge for our company to link up with the State Administration of Foreign Exchange. They claim to have intimate connections with high levels at SAFE, and have certain influence.”

The principal span of this “bridge” was Shenzhen Zhaotian Investments, a Chinaregistered private company headed by Tian Chenggang, the son of a former member of the Communist Party’s supreme decision-making body, the Politburo Standing Committee. A second connection was provided by the Strait Peaceful Reunification Foundation, a Hong Kong group with close ties to the brother of another former Standing Committee member.

What the two outfits did exactly is unclear, but Henderson ended up facing only a modest fine.

EXPENSIVE CONNECTIONS

For his lobbying on behalf of Henderson during the 2006 currency investigation, Tian demanded about $5.5 million, according to a summary of the saga presented last month by Judge David Yam Yee-kwan. Henderson told the court that it was ready to pay for Tian’s help but judged his fees exorbitant and, challenging his assertions that there was a prior agreement on his fee, refused to pay that amount. The quarrel went to court in Hong Kong last year, and a verdict was issued last month. Tian’s investment firm lost the case and is appealing.

Henderson Land Development, the Hong Kong parent of the Beijing real estate developer, refused, through its attorneys, to comment on its use of outside consultants, or to reply to written questions, citing the ongoing legal proceedings.

அச்சுதானந்தனுக்கு மற்றொரு சிக்கல். காங்கிரஸ் முகாமிலிருந்து எஸ்எப்ஐ தலைவர் சிந்தி ஜாய், வேசியைப்போல வெளியேற்றப்பட்டதாக அவர் கூறியது பெண்கள் மத்தியிலும், பெண் தலைவர்கள் மத்தியிலும் பெரும் கண்டனத்தை எழுப்பியுள்ளது. சிபிஐ பெண்கள் கூட்டமைப்பு பொதுச் செயலாளர் ஆனி ராஜா, அச்சுதானந்தனின் தூயபிம்பம் குலைந்து வருவதாக விமர்சித்துள்ளார்.

Redefine old identities,says historian

Chennai: When a book is banned in India,most often it has something to do with history.But,instead of finding outwhy certain groups askfor a ban on books or authors,we rush to remove copies of Satanic Verses from stores or pull out A K Ramanujans essay on many versions of Ramayana from university curriculums,said historian Romila Thapar on Thursday.
In each case,some religious organisation claims thatthe religioussentimentof an entire community has been hurt by the book.The medias first reaction should be to investigate the claim, said Thapar in her Lawrence Dana Pinkham memorial lecture to media students in Chennai.The pre-recorded message was telecast at the convocation of the 2012 batch at the Asian College of Journalism.
It is important to find out the politics behind the demands for banning books since such claims are motivated by groups competing for authority,she said.But their claims were not challenged by the public or the media who are yettolookbeyondthecolonial historians depiction of Indian identities as essentially religious... So we also do not question the right of any religious organization to claim that it is speaking on behalf of an entire community, she said.
This lack of questioning makes reporting on themes to do with history problematic,she said.Colonial historians had divided Indian history into three periods Hindu,Muslim and British.The periodisation lent support to the colonial argument that the primary identity of Indian society was that of religious communities,generally antagonistic to each other, said Thapar.
That Indian society as a collection of religious communities became the basis of the first Census in 1882.In this manner colonial administration sorted out Indian society and wrapped it up into neat packages, she said.Unfortunately,nationalist historiansdid notunwrap thisdivision.
For example,when historians changed the labels for the periodisation of Indian history,Hindu,Muslim and British periods were replaced by more secular-sounding ancient,medieval and modern.However,the span of the period remained the same as before as did the reason for the span, she said.We do not bother to enquire into what were the identities in the precolonial period, she said.

Suspect in rebel CPM leaders murder may have fled Kerala

Kozhikode: The police team investigating the murder of Revolutionary Marxist Party (RMP) leader T P Chandrasekharan is on the lookout for a CPM sympathizer,suspected to have played a key role in the killing.
However,the man (name withheld on polices request ),against whom there are around 20 criminal cases,and Rafeeq,who rented the Toyota Innova car used by the assailants on Friday night,may have left the state.
A top police source said the man,hailing from Chokli in Kannur district,is an accused in the murder of NDF activist Fazal in Thalassery and the twin murders of BJP workers in Mahe.
Speaking in Kottayam,home minister Thiruvanchoor Radhakrishnan said the police have got crucial leads in the murder.
The CPM,continuing to deny any involvement in the murder,has decided to hold a probe of its own to unravel the conspiracy behind the killing and to expose the real assailants.
The party has also decided to hold campaigns to counter the UDF propaganda.On Sunday,around 200 CPM workers took out a procession in Vadakara,protesting the move to implicate the party in the murder.
The exercise is seen as an attempt to stall possible erosion in the partys support in the area following the murder.Chandrasekharan had many friends in the CPM even after he left the party.Many of them were present when the RMP leaders body was brought to Vadakara.
On Sundayevening,Additional director-general of police Vinson M Paul,who is overseeing the investigation,held a meeting with the special team at the Vadakara rest house.He also visited the spot at Vallikkad where Chandrasekharan was attacked.
Anup Kuruvilla John,SP,who replaced district police chief (Kozhikode rural) T K Rajmohan as the head of the special team,also attended the meeting.

On Sunday,the CPM went into damage control mode.State secretary Pinarayi Vijayan said Mani had violated the party policies by making such a statement.It was wrong.He shouldnt have made such a statement.I had urged the leaders earlier to avoid public statements.Im repeating again that the leaders should avoid making controversial statements in public, he said.
Pinarayi alleged that there was a calculated effort from various quarters to attack the party.Claiming that the CPM has itself often been at the receiving end of violence,he said,The party has never encouraged political violence and we have not grown by political killings. 
CPM leader V S Achuthanandan rubbished Manis remarks,saying that the latters revelations about three political murders committed by the CPM in Idukki in the 1980s were untrue.
I was the state committee secretary then and Mani was not even a district level leader.Hence,I can say with authority that the CPM hadnt committed any such murders, VS said.
Gujarat chief minister Narendra Modi said the CPM was speaking the language of terrorists.When leader of a political party says that we murder our political rivals,it is dangerous to our democracy.Where is NHRC (National Human Rights Commission) We should raise our voice against such acts.Our workers keep giving their lives in Kerala, Modi said in Ahmedabad on Sunday.
Is Delhi government sleeping and what is the Kerala government doing on the issue, Modi asked.This language is same as that of terrorists,Maoists and Naxalites.

VS shocks CPM,visits slain RMP leaders home 

Kozhikode: At a time when many of his comrades are in the dock for their alleged involvement in the gruesome killing of RMP leader T P Chandrasekharan,Opposition leader and CPM central committee member V S Achuthanandan on Saturday surprised the political world by visiting the house of the slain leader.
The visit is seen as a clear signal to his detractors in the party as VS timed it to coincide with a crucial byelection in Neyyattinkara.
Interestingly,he decided to leave for Onchiyam in Kozhikode immediately after a brief meeting with his bte noire Pinarayi Vijayan,the CPM state secretary.
Ever since Chandrasekharan was murdered on May 4,VS has been openly flouting party diktat to keep quiet on the incident.
The CPM has been maintaining that the arrests of its senior comrades were part of a Congress-sponsored strategy to dent the partys image.
But Achuthanandan was in for a heros welcome at Onchiyam,native place of Chandrasekharan,whom Pinarayi had dubbed a renegade after he had quit the party.

CPM avoids action against VS 

New Delhi: CPM central committee on Sunday did not take any disciplinary action against V S Achuthanandan,as sought by the Kerala leadership,for putting the party to embarrassment through his public comments,but asked them to discuss the matter in the state.
At a meeting of the partys central committee attended by Achuthanandan and the partys Kerala unit secretary Pinarayi Vijayan,the issue was raised but the committee decided to ask the state secretariat and state committee to discuss the matter first,sources said.
Achuthanandan has been taking a position contrary to the party on the issue of political killings allegedly involving some cadre,when the state leadership was trying hard to dispel the notion that the party was not involved in it.
Sources said Achuthanandan spoke in the meeting and he raised the need for a change in the leadership in Kerala,a demand he had raised in a letter written to CPM general secretary Prakash Karat earlier.AGENCIES
